Abstract:
The Judge Norma L. Shapiro papers, 1957-2016, consist of material from Shapiro's time as a federal judge and her active involvement in legal organizations. Norma Levy Shapiro attended the University of Pennsylvania Law School (now known as the University of Pennsylvania Carey Law School) from 1949 to 1951. In August 1978, President Jimmy Carter nominated Shapiro to the United States District Court for the Eastern District of Pennsylvania, making her the first female judge to serve in this district. Shapiro gained national recognition for several cases that she presided over, including Harris v. City of Philadelphia. The collection contains correspondence, case notes, speeches, and meeting minutes that document Shapiro's work on Harris v. City of Philadelphia, her service to the Eastern District Court, and her involvement in professional legal organizations.

Abstract:
Henry J. Sommer is one of the leading figures in bankruptcy and consumer law. Born in 1949 in Rochester, New York, Sommer received his JD cum laude from Harvard Law School in 1974. After graduating from Harvard, he worked for Community Legal Services in Philadelphia as Project Head of its Consumer Law Project until 1996. In addition to his role with Community Legal Services, Sommer has served on bankruptcy rules committees and worked as editor-in-chief of Collier on Bankruptcy. The Henry J. Sommer Papers, 1966-2014, include National Bankruptcy Conference papers, materials from Continuing Legal Education seminars and other meetings at which Sommer lectured, copies of published manuscripts written by Sommer, and other material related to Sommer's work with consumer law and legal reform.

Daniel Glosband was one of the primary draftsmen of Chapter 15 of the Bankruptcy Code, which was enacted as part of The Bankruptcy Abuse Prevention and Consumer Protection Act (BAPCPA) in 2005. Drafting began in as early as 1997. The Daniel Glosband Papers: 2005 Bankruptcy Reform, is a small collection comprised of five series: Administrative Records; Drafts, 2000; Drafts, 1999; United States Advisory Group; and Chapter 15 Rules.

Abstract:
Harry Dixon Jr. (1944-2006), a lawyer from Nebraska, wanted to form an organization with the dual purpose of providing Congress with unbiased views on legislation and creating an institution that could keep the bankruptcy community aware of legislative activities affecting them. In February 1982, Dixon incorporated under Nebraska law this new organization which was to be called the American Bankruptcy Institute (ABI). The records of the American Bankruptcy Institute document two main areas of the organization: the history and operating activities of the American Bankruptcy Institute and the organization's professional activities, publications, and research on bankruptcy related issues. The materials date from 1982-2013, with the bulk from 1985-1996. The Judge Joe Lee papers, 1961-2012, consist of material from Lee's active involvement in bankruptcy organizations and legislation. Joe Lee received his law degree from the University of Kentucky in 1955. He served as counsel to the Congressional Labor Subcommittee for the U.S. House of Representatives before being appointed a U.S. Bankruptcy Judge on September 1, 1961. He was one of the longest serving bankruptcy judges in the nation and played a pivotal role in the enactment of the Bankruptcy Reform Act of 1978. The collection includes correspondence, minutes, and reports from the National Conference of Bankruptcy Judges, drafts of bills and correspondence regarding bankruptcy legislation, and Lee's writings on the history of bankruptcy law.

The Judge Dolores Sloviter papers, 1965-2012, consists of material documenting Sloviter's active involvement in the legal profession. Dolores Korman Sloviter graduated with her LL.B. from the University of Pennsylvania Law School (now known as University of Pennsylvania Carey Law School) in 1956 where she was one of eight women in her graduating class. She was appointed to the United States Court of Appeals for the Third Circuit in 1979 and served as Chief Judge from 1991 to 1998. The collection contains correspondence, reports, and news clippings that document Sloviter's time serving on the Third Circuit and her involvement in professional legal organizations. The collection also includes speeches that Sloviter gave at seminars/colloquia where she often spoke on the history and current role of women in the legal profession.

The Judge Arlin Adams papers, 1945-2012, consist of correspondence, awards, and articles that document Judge Adams' research interests and community involvement. Arlin Adams graduated from the University of Pennsylvania Law School (now known as the University of Pennsylvania Carey Law School) in 1946. In 1969, President Nixon nominated Judge Adams to the Third Circuit Court. Judge Adams spent seventeen years on the bench before retiring in 1988 and returning to private practice at Schander Harrison Segal and Lewis. This collection primarily contains material from Judge Adams work with professional, charitable, and educational organizations after he retired from the federal bench. The Honorable Samuel L. Bufford is a former United States Bankruptcy Judge in the Central District of California, where he served from 1985 to 2010 and presided over nearly 100,000 cases. After graduating with a B.A. from Wheaton College in Illinois, Judge Bufford earned his law degree from the University of Michigan, where he was an editor of the Michigan Law Review and of the Journal of Law Reform and a Ph.D in Philosophy from the University of Texas. He practiced corporate, bankruptcy, antitrust, securities, and other types of business law in Los Angeles, Beverly Hills, San Francisco, and New York between 1974 and his appointment to the bench, except for a stint teaching law and urban planning at The Ohio State University between 1975 and 1977. Judge Bihary received her Juris Doctorate from the University of Michigan Law School in 1975. From 1987-2003, she served as a judge for the U.S. Bankruptcy Court in the Northern District of Georgia. In 2003, Judge Bihary was sworn in as Chief Judge of the U.S. Bankruptcy Court in the Northern District of Georgia. She served this position from 2003 until her retirement in May of 2012. The Oral History Project was begun by the National Conference of Bankruptcy Judges (NCBJ) at its 2004 Annual Meeting. The purpose of the project was to record interviews in which past presidents of the NCBJ reminisced about the organization and the role they played in it. The project later expanded to encompass oral histories of prominent bankruptcy judges. The collection chiefly includes oral histories recorded with past presidents of the National Conference of Bankruptcy Judges. Accruals to this project include prominent members of the NCBJ who may or may not be former presidents.

In the midst of World War II, the American Law Institute convened a committee in 1941 to study the international community's position regarding human rights law. The committee's charge was to develop a Statement of Essential Human Rights. William Draper Lewis, then Director of the American Law Institute, was chair of the committee and the project's most outspoken advocate, touring the world to deliver speeches on the importance of a code of basic human rights. International in scope and in participation, the committee included representatives from Britain, Canada, China, France, pre-Nazi Germany, Italy, India, Latin America, Poland, Soviet Russia, Spain, and Syria. Deborah A. DeMott completed her B.A. in 1970 from Swarthmore College and received her Juris Doctorate from New York University in 1973. DeMott spent her early years in DuBois, Pennsylvania. She served as articles editor of the New York University Law Review. DeMott began her professional career with a judicial clerkship in a federal court in New York City, and later practiced with a large law firm in that city, until she joined the Duke law faculty in 1975. In 1989, she received the Scholar/Teacher of the Year Award from Duke University. Professor DeMott served as the Reporter for the American Law Institute's Restatement (Third) of Agency, published in 2006. The collection contains series of Cristol's work as a legal scholar and bankruptcy judge, including testimony given before the US House of Representatives, various speeches given at events and lectures, and a small series of legal opinions written by Cristol, including some written in poetic verse. The Penn Law School Legal Oral History Project was a collaborative effort from 1999 through 2006 by a team of faculty, librarians, and students to record and preserve first-person narratives of graduates and members of the Penn Law Community as well as notable public interest lawyers. The project began as a seminar, the goal of which was to train students in the theory and practice of oral history. Each student then selected a distinguished graduate or member of the Penn Law community and conducted a one-to-two hour videotaped interview. Following the interview, the student transcribed the videotape and prepared a biographical article. Conrad B. Duberstein collection, 2005 (inclusive)

Conrad B. Duberstein (1915-2005) earned his undergraduate degree from Brooklyn College in 1938 and his J.D. from St. John's University Law School in 1942. From 1943 to 1945, Duberstein served in the United States Army. When he left the Army following the end of World War II, Duberstein joined the Brooklyn law firm of Schwartz, Rudin, and Duberstein (the latter partner named after his uncle). In 1971, he became a partner at Otterbourg, Steindler, Houston, and Rosen, where he remained until his retirement in 1981. In 1981, he was appointed to the Eastern District Bankruptcy Court of New York. He was appointed that court's Chief Judge in 1984, a position he held for the rest of his career. In 1991, he was awarded an honorary doctorate from St. John's University Law School. The collection, 2005, contains 5 DVDs of footage honoring the career of Duberstein.

The American Law Institute (ALI) was founded in 1923 in response to a perceived uncertainty and complexity in American law. Former Penn Law Dean William Draper Lewis was the Institute's first director, running the organization's operations out of his campus office. The ALI was conceived as a representative gathering of the American Bar (including Judges, Lawyers, and Law Professors) for the stated mission "to promote the clarification and simplification of the law and its better adaptation to social needs, to secure the better administration of justice and to encourage and carry on scholarly and scientific legal work." Daniel Glosband is the International Bar Association's official liaison of the Creditors Rights and Insolvency Committee to the United Nations Commission on International Trade Law (UNCITRAL) and was one of the primary draftsmen of the UNCITRAL Model Law on Cross-Border Insolvency. Since its establishment in 1966, UNCITRAL has been recognized as the core legal body of the United Nations system in the field of international trade law. Ralph H. Kelley (1928-2004) was appointed United States Bankruptcy Judge in the Sixth Federal Judicial Circuit in 1969. In 1993 he retired as Chief Judge of the Bankruptcy Court for the Eastern District of Tennessee but remained the court's senior judge. He was a member of the National Conference of Bankruptcy Clerks and the National Conference of Bankruptcy Judges, where he served as President from 1985 to 1986. Enron began as a pipeline company in Houston in 1985, and later, under the direction of former Chairman Kenneth L. Enron filed for bankruptcy protection in the Southern District of New York during late 2001 and selected Weil, Gotshal & Manges as its bankruptcy counsel. The Uniform Commercial Code (UCC) was the result of a joint project between the American Law Institute (ALI) and the National Conference of Commissioners on Uniform State Law (NCCUSL). Work on the UCC began in 1945 in response to a perceived need by members of both ALI and NCCUSL to consolidate a number of uniform laws, previously enacted by NCCUSL, related to commercial transactions. NCCUSL was established in 1891 for the purpose of codifying state law by creating uniform laws and model acts. ALI was founded in 1923 in response to a perceived uncertainty and complexity in American Law. Mark B. McFeeley has well over thirty-five years of experience practicing law in America, of which twenty-eight years (1981-2009) was dedicated to serving as a bankruptcy judge for the U.S. Bankruptcy Court for the District of New Mexico. Judge McFeeley was instrumental in forming the Bankruptcy Appellate Panel for the Tenth Circuit. As a bankruptcy judge, McFeeley was intimately involved with the Bankruptcy Crisis of the 1980s that called into question the constitutionality of the bankruptcy system and the appointment of bankruptcy judges after the Marathon Pipeline decision in June of 1982. The North American Free Trade Agreement has stimulated a large increase in economic activity that crosses the Canadian, Mexican, and United States borders. Inevitably, this has resulted in an increase in the number of bankruptcies in which creditors and assets are located in more than one of the NAFTA countries. The American Law Institute's (ALI's) Transnational Insolvency: Cooperation Among the NAFTA Countries arose in response to this increasing number of bankruptcies of multinational economic enterprises. Segal became the youngest Deputy Attorney General in Pennsylvania's history in 1932, the first Jewish lawyer elected Chancellor of the Philadelphia Bar Association in 1952, and the first Jewish president of the American Bar Association in 1969. On July 11, 1984, William Foley, Legislative Affairs Officer of the Administrative Office of the United States Courts ("Administrative Office"), issued a memorandum stating that the Administrative Office would not pay bankruptcy judges because, in its opinion, Congress had acted unlawfully by awarding retroactive terms of office to the normally presidentially-appointed bankruptcy judges. In response, on July 13, 1984, four bankruptcy judges sued Foley and the Administrative Office for abuse of power. The case became commonly known as Lundin v. Foley. The law firm of Kronish, Lieb, Shainswit, Weiner and Hellman (later, Kronish, Lieb, Weiner and Hellman) represented the bankruptcy judges. Richard Lieb served as the primary attorney on the case. Robert B. Morton (1912-2005) earned his law degree from the University of Kansas in 1935. In 1962, Morton became a judge in the United States Bankruptcy Court, a position he held until 1986. Upon his retirement from the court, Morton worked for Morris, Laing, Evans, Brock and Kennedy, a law firm located in Wichita, Kan. Morton was an active member in a number of bankruptcy and legal organizations, most notably the National Conference of Bankruptcy Judges, where he served as President from 1975 to 1976 and as Treasurer from 1980 to 1982. This project constitutes a report to the American Law Institute [ALI] rather than by the ALI. Johns-Manville was an American corporation that made insulation and roofing materials. In the 1980s, the company faced a number of class-action lawsuits based on asbestos-related injuries from its asbestos insulation. As a result, in 1982 Johns-Manville file for Chapter 11 bankruptcy protection. At the time, the company was the largest to ever file for Chapter 11, also known as corporate known as corporate reorganization. The bankruptcy court of the Southern District of New York heard the case, rendering its decision in 1990. The collection, 1982-1990, includes pleadings and other records filed over the course of the case.

The American Law Institute (ALI) was founded in 1923 in response to a perceived uncertainty and complexity in American law. Former Penn Law Dean William Draper Lewis was the Institute's first director, running the organization's operations out of his campus office. The ALI was conceived as a representative gathering of the American Bar (including Judges, Lawyers, and Law Professors) for the stated mission "to promote the clarification and simplification of the law and its better adaptation to social needs, to secure the better administration of justice and to encourage and carry on scholarly and scientific legal work." The Model Penal Code, first completed in 1962 and revised and expanded over the next 20 years, played a role in the revision and codification of criminal law. The Chief Reporter on the project was Herbert Wechsler. A Criminal Law Advisory Committee was established to provide the reportorial staff with guidance in the drafting of the Code. A Proposed Official Draft was published in 1962. This version generated wide response among legislatures and courts, prompting a revision and expansion of the code's commentaries that began in 1976. A final version of the Model Penal Code, with revised commentaries, was published in 1985. George C. Paine II was born on October 31, 1945 in Nashville, Tenn. He graduated from the University of Mississippi School of Law in 1973. In 1981, Paine was appointed a bankruptcy judge for the Middle District of Tennessee. He has served as Chief Bankruptcy Judge of that district since 1986. In 1984, George Paine was one of four judges who filed suit against the Administrative Office of the United States Courts ("Administrative Office"). The Administrative Office's director, William Foley, had refused to pay bankruptcy judges, arguing that parts of the Bankruptcy Amendments and Federal Judge Act of 1984 were unconstitutional. The case was later rendered moot when Foley rescinded his order and agreed to pay the judges.
