After having received his J.D. from Duquesne University School of Law in 1975, Joseph L. Cosetti was appointed United States Bankruptcy Judge for the Western District of Pennsylvania in 1980. Joe Cosetti served as Chief Judge of the Western District from 1985 to 1994, when he retired and was immediately recalled. He was a member of the Pennsylvania Bar Association, the American Bar Association, the American Bankruptcy Institute, and the National Conference of Bankruptcy Judges, where he served as President from 1991 to 1992.
The National Conference of Bankruptcy Judges (NCBJ) provides continuing legal education to judges, lawyers and other involved professionals and promotes cooperation among Bankruptcy Judges. The association aims to secure a greater degree of quality and uniformity in the administration of the Bankruptcy system and to improve the practice of law in the Bankruptcy Courts. The NCBJ has financially supported the National Bankruptcy Archives at Biddle Law Library since the archives' inception.
The Joseph L. Cosetti Papers span the period of 1972-2001, with the majority of the documents created in the years 1989-1992. Chiefly represented are materials collected by Cosetti as President of the National Conference of Bankruptcy Judges (NCBJ) from 1991 to 1992. The collection includes budget reports, financial records, tax forms, letters, and other material from Cosetti's office as President; correspondence, letters, memoranda, reports, meeting minutes, rosters, notes, and other papers relating to the committees, liaison committees, and meetings that included members of the NCBJ; letters, memoranda, notes, and other papers relating to correspondence among NCBJ members and created during Cosetti's tenure as NCBJ president; papers relating to two major publications of the NCBJ, the American Bankruptcy Law Journal and the "Conference Newsletter"; subject files relating to issues in which members of the NCBJ actively participated, including clerk consolidation, judicial retirement, judicial compensation, and the establishment of an archives of NCBJ materials; and press releases and other publications relating to Cosetti's tenure as NCBJ president.

NCBJ committees advised federal judges, Congress, and national law organizations on matters concerning bankruptcy rules , practices and legislation. The committees also focused on the organization's internal issues.
