Richard Levin was a New York based bankruptcy lawyer who served as assistant counsel to the House Judiciary Committee between 1975 and 1978. He dedicated those years to the penning of US Federal Bankruptcy Code. Richard Levin Documents on the Creation of the 1978 United States Bankruptcy Code is composed of a collection of research reports, drafts, correspondence, and other documents that describe the creation and follow the progress of the 1978 US Bankruptcy Code largely during the years 1967-1978 with supplementary information from years 1933, 1934, 1959, 1960, 1966, and Bankruptcy Statistics Tables dated 1960-1969.

Abstract:
The American Law Institute (ALI) was founded in 1923 in response to a perceived uncertainty and complexity in American law. Former Penn Law Dean William Draper Lewis was the Institute's first director, running the organization's operations out of his campus office. The ALI was conceived as a representative gathering of the American Bar (including Judges, Lawyers, and Law Professors) for the stated mission "to promote the clarification and simplification of the law and its better adaptation to social needs, to secure the better administration of justice and to encourage and carry on scholarly and scientific legal work." The ALI worked on the First Restatement of the Law from 1923-1944. The project attempted to clarify nine broad subject areas of law: Agency, Conflict of Laws, Contracts, Judgments, Property, Restitution, Security, Torts, and Trusts. Former Penn Law Dean William Draper Lewis was the Institute's first director, running the organization's operations out of his campus office. American Law Institute Statement of Essential Human Rights Project records, 1924-2008 (inclusive)

Abstract:
In the midst of World War II, the American Law Institute convened a committee in 1941 to study the international community's position regarding human rights law. The committee's charge was to develop a Statement of Essential Human Rights. William Draper Lewis, then Director of the American Law Institute, was chair of the committee and the project's most outspoken advocate, touring the world to deliver speeches on the importance of a code of basic human rights. International in scope and in participation, the committee included representatives from Britain, Canada, China, France, pre-Nazi Germany, Italy, India, Latin America, Poland, Soviet Russia, Spain, and Syria. Model Code of Evidence records, 1939-1954 (inclusive)

Abstract:
In the course of establishing what would become the First Restatement of the Law, the American Law Institute (ALI) considered including a clarification of the Law of Evidence. However, due to perceived deficiencies in the law, the American Law Institute resolved to begin a project that would provide a thorough reworking of the existing law of evidence. In 1939, the ALI secured funding to develop such a project. Edmund M. Morgan served as Reporter, and John H. Wigmore served as Chief Consultant. The resulting body of law was the Model Code of Evidence, adopted by the ALI in May 1942. The collection, 1939-1954, includes correspondence, meeting minutes, drafts, memoranda, commentary, outside publications, and related material concerning the drafting and adoption of the Model Code of Evidence, an effort to standardize common-law evidence rules.

American Law Institute Uniform Property Act records, 1936-1938 (inclusive)

Abstract:
In 1935, the American Law Institute (ALI) partnered with the National Conference of Commissioners on Uniform State Law to create an act that would complement the ALI's earlier Restatement of the Law of Property. At the time, the NCCUSL had already begun work on a Uniform Property Act. Richard Powell served as the reporter on the project representing the ALI. The resulting document, the Uniform Property Act, was adopted by the ALI in December 1958. The collection, 1936-1938, includes drafts, memoranda, and related records created in the course of drafting the Uniform Property Act.

Abstract:
The American Law Institute (ALI) was founded in 1923 in response to a perceived uncertainty and complexity in American law. An association of practitioners and scholars known as the "Committee on the Establishment of a Permanent Organization for Improvement of Law" published a study that recommended a lawyers' organization be formed to improve the law and its administration. The committee was chaired by Elihu Root and counted Learned Hand, Benjamin Cardozo, and Samuel Williston among its members. This photograph collection is comprised of portraits of ALI directors, presidents, members, and staff. Also included are photographs from the Annual Meeting, including the 1st Annual Meeting in 1923.

William Draper Lewis Personal Correspondence, 1874-1949 (inclusive)

Abstract:
William Draper Lewis was born in Philadelphia in 1867. In 1891, he received both a law degree and a Ph.D. in economics from the University of Pennsylvania. In 1892, he became editor of the American Law Register, one of the oldest legal periodicals of the time. That same year, Lewis married Caroline Mary Cope. They had four children, Henry, Alfreda Cope, Anna, and William Draper Jr. and resided in Germantown, Pennsylvania. In 1896, Lewis joined the law department at the University of Pennsylvania as Dean and Professor of Law. Under Lewis' leadership, the law school flourished as he recruited new faculty, broadened the curriculum, and strengthened the collections of the Biddle Law Library. He served as Dean until 1914 but continued on the faculty until 1924. In 1923, Lewis became the founding director of the American Law Institute (ALI). Lewis died in Northeast Harbor, Maine in 1949. Abstract:
George W. Taylor (1901-1972) was born in Philadelphia, Pennsylvania. He attended the University of Pennsylvania's Wharton School, graduated with a Bachelor's Degree in Economics in 1921 and a Ph.D. in 1929.Taylor taught at Wharton for over 30 years of which during that time, he became an influential expert in the field of industrial relations, including arbitration, mediation, and alternative dispute resolution. Taylor received major acclaim when he mediated an end to the Apex Hosiery Strike in Philadelphia in 1932 and orchestrated the passage in 1967, of the Public Employees Fair Employment Law, which is commonly known as "the Taylor Law." The collection, 1921-1970, consists of correspondence, trade negotiations, laws, agreements and studies surrounding the hosiery labor industry in the early to mid 20th century. The collection also contains files pertaining to memo series, decision series, and umpire decisions pertaining to the hosiery industry.

Abstract:
In March 1925, the American Law Institute (ALI) started the Code of Criminal Procedure project. The resulting volume attempted to provide a framework for effective administration of criminal law while maintaining protection for the rights of the accused. The project was led by two Reporters, William E. Mikell and Edwin R. Keedy, who were also colleagues at Penn Law with the help of twelve Advisers. This collection consists of materials that document a small section of the project. The collection includes correspondence, suggestions and criticisms, notes, and other materials related to the drafting of the code, which outlined procedures for carrying out criminal law and defined the rights of the accused in areas such as arrest, bail, and execution.

This collection features a series of materials partially documenting the career of lawyer and legal scholar William E. Mikell. Most notably featured in this collection are various drafts of the criminal codes Mikell was heavily involved in planning and drafting during his career. Also included are notes and writings of Mikell's which touch upon the large number of criminal law and code topics he worked with throughout his life. Speeches given by and about Mikell are included in their original forms, as well as person memorabilia including Mikell's 1890 Master's degree from The Citadel. The collection is rounded out with a brief set of personal photographs.

Abstract:
The Judge Arlin Adams papers, 1945-2012, consist of correspondence, awards, and articles that document Judge Adams' research interests and community involvement. Arlin Adams graduated from the University of Pennsylvania Law School (now known as the University of Pennsylvania Carey Law School) in 1946. In 1969, President Nixon nominated Judge Adams to the Third Circuit Court. Judge Adams spent seventeen years on the bench before retiring in 1988 and returning to private practice at Schander Harrison Segal and Lewis. This collection primarily contains material from Judge Adams work with professional, charitable, and educational organizations after he retired from the federal bench. Other material includes research files from his time lecturing at Penn Law and source material for speeches that he wrote.

Abstract:
The Uniform Commercial Code (UCC) was the result of a joint project between the American Law Institute (ALI) and the National Conference of Commissioners on Uniform State Law (NCCUSL). Work on the UCC began in 1945 in response to a perceived need by members of both ALI and NCCUSL to consolidate a number of uniform laws, previously enacted by NCCUSL, related to commercial transactions. NCCUSL was established in 1891 for the purpose of codifying state law by creating uniform laws and model acts. ALI was founded in 1923 in response to a perceived uncertainty and complexity in American Law. The Institute had previously developed a codification of particular areas of the law, known as the Restatement of the Law. Thus, cooperation between ALI and NCCUSL on the UCC presented a likely partnership. The first version of the UCC was approved in 1951. The Model Penal Code, first completed in 1962 and revised and expanded over the next 20 years, played a role in the revision and codification of criminal law. The Chief Reporter on the project was Herbert Wechsler. A Criminal Law Advisory Committee was established to provide the reportorial staff with guidance in the drafting of the Code. A Proposed Official Draft was published in 1962. This version generated wide response among legislatures and courts, prompting a revision and expansion of the code's commentaries that began in 1976. A final version of the Model Penal Code, with revised commentaries, was published in 1985. In December 1930, the American Law Institute (ALI) began work on drafting an Act on Double Jeopardy, later known as the Administration of the Criminal Law project. William E. Mikell of the University of Pennsylvania Law School served as Reporter. The project culminated in the creation of an Official Draft, adopted by the ALI, with amendments, on August 15, 1935. Henry S. Drinker Papers, 1929-1950 (inclusive)

Abstract:
Henry S. Drinker (1880-1965) was graduate of Haverford College, Harvard University, and the University of Pennsylvania. In 1904, Drinker joined the prominent Philadelphia Law firm Drinker Biddle & Reath in 1904. An authority on legal ethics, Drinker's book on the subject, "Legal Ethics," was published in 1933 and went on to become a classic. An amateur musicologist, Drinker founded the Drinker Library of Choral Music at the Free Library of Philadelphia. The Drinker Music Center was dedicated in his name at Haverford College in 1962. Primarily writings by Henry S. Drinker regarding criticism by Sir Francis Newbolt over some of his books, an essay called "Legal Plots," and a writing called "The Lawyers of Anthony Trollope. The collection, 1929-1950, also includes correspondence with Alfred A. Knopf and Sir Francis Newbolt.

Abstract:
Bernard G. Segal graduated from the University of Pennsylvania Law School (now known as the University of Pennsylvania Carey Law School) in 1931. Segal became the youngest Deputy Attorney General in Pennsylvania's history in 1932, the first Jewish lawyer elected Chancellor of the Philadelphia Bar Association in 1952, and the first Jewish president of the American Bar Association in 1969. Segal also co-chaired the Lawyers Committee for Civil Rights Under Law and headed the Office of Economic Opportunity's Advisory Committee on Legal Services to the Poor. The Bernard G. Segal papers document all of Segal's activities outside of his work as a lawyer at Schnader, Harrison, Segal, and Lewis. This includes correspondence, reports, and minutes from his professional associations, governmental appointments, and his civic work.

A. Leo Levin, born in 1919 received his B.A. from Yeshiva University in 1939. He attended the University of Pennsylvania Law School and received his J.D. in 1942. Levin then took his first teaching job at the University of Iowa where he taught for two years before returning to his alma mater Penn Law School. Levin taught at Penn Law until his appointment as Director of the Federal Judicial Center in 1977. Levin participated in numerous legal professional organizations such as the American Bar Association, the Association of American Law Schools and the Order of the Coif. John Cobb Cooper, Jr., a prolific writer in international air and space law, was born on September 18, 1887 in Jacksonville, Florida. Cooper received his A.B. from Princeton University in 1909 and was admitted to the Florida Bar in 1911. Cooper married Martha Helen Marvel in 1918 and the couple had three children. He served in the U.S. Navy from 1917-1921 and held the rank of lieutenant and eventually Lieutenant-Commander. After being relieved from active service with the U.S. Navy, Cooper's embarked on a career that eventually led him to publish and present numerous articles on international air and space law. Nearing the end of his life in 1966, Cooper specifically selected 54 of his published articles on air and space law in hopes to be included in the Anna and Jonas Berger Memorial Space Law Collection at Biddle Law Library. The National Bankruptcy Conference is a voluntary, non-profit, self-supporting organization of lawyers, law teachers, and bankruptcy judges who have achieved scholarly distinction in the field of bankruptcy law. The Conference participated as a consultant to Congress in every substantial amendment of the Bankruptcy Act up to the 1970s. The William Warren papers (Federal Tax Projects) consists of Warren's papers related to the Federal Income, Estate, and Gift Tax project and Federal Income Tax Statute. In the mid-1940s, the American Law Institute (ALI) set about to analyze the law as it related to income tax. Known as the Income Tax Project, the primary objective was not to codify the law but to provide analysis of issues as they related to the United States' increasingly complex tax code. The Federal Income, Estate, and Gift Tax Project (as it would eventually be known) consisted of a series of non-binding recommendations to students, teachers, litigators, and legislators as they dealt with the evolving tax code. The ALI attributes Warren as the Associate Chief Reporter on the Federal Income, Estate, and Gift Tax project. This collection does not contain material related to Warren's work beyond the ALI's Federal Tax Projects and is arranged in two series within 72 bound volumes.

Abstract:
The American Law Institute (ALI) was founded in 1923 in response to a perceived uncertainty and complexity in American law. Former Penn Law Dean William Draper Lewis was the Institute's first director, running the organization's operations out of his campus office. The ALI was conceived as a representative gathering of the American Bar (including Judges, Lawyers, and Law Professors) for the stated mission "to promote the clarification and simplification of the law and its better adaptation to social needs, to secure the better administration of justice and to encourage and carry on scholarly and scientific legal work." The collection, 1922-2004, includes minutes, correspondence, reports, and related records regarding the activity of the American Law Institute's Executive Committee, Finance and Development Committee, Investment Committee, and Membership Committee.

Following the publication of the First Restatement of the Law, in 1936 the American Law Institute (ALI) held a series of meetings and published a series of reports that considered what additional areas of the law might be selected for future restatement projects. Work on the project continued into the mid-1940s. Many fields were considered, but only a few were actually selected for inclusion in future restatement projects. The collection, 1929-1968 and undated (bulk: 1929-1948), includes correspondence, reports, memoranda, and other records related to areas of the law up for consideration for future restatement projects, including business associations, industrial relations, and monopolies.

American Law Institute Criminal Justice Youth Committee records, 1935-1959 (inclusive)

Abstract:
In 1938, the American Law Institute (ALI) formed the Criminal Justice--Youth Committee to review the findings of a New York City study of criminal behavior among young people called "Youth in the Toils." The culmination of the committee's work was the Model Youth Correction Authority Act, a model act that favored the integration of a number of youth treatment processes already employed by various states. The committee also proposed the creation of a Youth Authority, a state-wide panel that would handle sentencing guidelines, with an emphasis on treatment and not punishment, for all underage criminal offenders. Following the Model Youth Corrections Authority Act's promulgation in 1940, the ALI appointed a special adviser, John R. Ellingston, to help states adopt Youth Authority legislation. Abstract:
George Wharton Pepper was born in Philadelphia in 1867. He graduated from Penn Law School with an LL.B. in 1889 and was first in his class. As a student, Pepper helped found The Daily Pennsylvanian, the university's student-run examination. In addition to studying law with Philadelphia scion George Washington Biddle, Pepper taught at Penn Law School from 1893 to 1910, when he left to attend to his expanding private practice. Pepper also served as United States Senator for Pennsylvania from 1922 to 1927. The collection, 1886-1954, include correspondence regarding law school matters; syllabi, notes, lectures, and case files, probably from the 1890s; papers related to Pepper's service on the Trustee Committee and Reorganization Committee; and articles and other writings drafted by Pepper.

Abstract:
The state bar examination is a test that law school graduates are required to pass in order to practice law in a specific jurisdiction. The bar exam is usually conducted two or three times a year, depending on the state. As a recent standard rule, the bar exam is always held on the last Tuesday and Wednesday of every February and July of a calendar year. Historically, this was not always the case. The State Bar Exam Records contains materials that reveal how the early twentieth century bar examinations in New Jersey, New York, and Pennsylvania did not limit the test to be administered in February and July. Instead, New Jersey administered the bar examination three times a year: February, June, and November; Pennsylvania administered the bar examination two times a year: July and December; and New York administered the bar examination three times a year: January, June, and October.
