Abstract:
Ralph H. Kelley (1928-2004) was appointed United States Bankruptcy Judge in the Sixth Federal Judicial Circuit in 1969. In 1993 he retired as Chief Judge of the Bankruptcy Court for the Eastern District of Tennessee but remained the court's senior judge. He was a member of the National Conference of Bankruptcy Clerks and the National Conference of Bankruptcy Judges, where he served as President from 1985 to 1986. In 1980, Ralph Kelley was appointed to the Committee on the Budget of the Judicial Conference of the United States, where he served until 1990. Abstract:
Kenneth N. Klee spent his career analyzing bankruptcy law and advocating for pro-debtor reforms to the Bankruptcy Code. He graduated from Harvard Law School in 1974 and joined to the California bar in 1975. He began his career as Associate Counsel for the Subcommittee on Civil and Constitutional Rights, a subunit of the House of Representatives' Committee on the Judiciary, where he advised Congress and helped draft legislation related to bankruptcy reform in the 1970s. He was also a consultant to the House Judiciary Committee from 1977 to 1982 and the Department of Justice from 1983 to 1985. Klee was a member of the National Bankruptcy Conference, an association of scholars and practitioners committed to the study of bankruptcy legislation and reform, where he was chair of the Committee on Legislation from 1992 to 1999. Robert D. Martin (1944-) was appointed Chief United States Bankruptcy Judge for the Western District of Wisconsin in 1978. Martin was a charter fellow of the American College of Bankruptcy and a conferee of the National Bankruptcy Conference. He was a member of the National Conference of Bankruptcy Judges (NCBJ), an organization devoted to providing to providing education and advice relating to bankruptcy legislation. Abstract:
George Treister (b. 1923) was a founding partner of Stutman, Treister, and Glatt. A graduate of Yale University Law School in 1949, Treister was a member of the Judicial Conference's Advisory Committee on Bankruptcy Rules and the National Bankruptcy Conference, where he served as Vice Chairman from 1971 to 1984. He is the author of a number of bankruptcy volumes, including "Recent Bankruptcy Decisions," a compendium of judicial decisions regarding bankruptcy legislation, used as educational material by nearly all major bankruptcy seminars. The collection comprises volumes of George Treister's "Recent Bankruptcy Decisions" from 1981 to 1990 and from 1992 to 1998.

Edward Weinfeld (1901-1988) graduated from the New York University School of Law in 1921. In 1950, he was appointed to the Federal bench for the Southern District of New York, a position he held for the rest of his career. In addition to his career as author, professor, and judge, Weinfeld served on the Commission on Bankruptcy Laws of the United States in the 1970s, an organization appointed by Congress in 1970 to conduct a sweeping study of current bankruptcy law. The collection, 1972-1978, includes correspondence, reports, photocopies of legislation, and related material regarding Weinfeld's activity as a member of the Commission on Bankruptcy Laws of the United States and the Ad Hoc Committee on Bankruptcy Rules in the United States, two task forces charged by Congress to analyze bankruptcy law and propose legislative reform. Conrad B. Duberstein collection, 2005 (inclusive)

Abstract:
Conrad B. Duberstein (1915-2005) earned his undergraduate degree from Brooklyn College in 1938 and his J.D. from St. John's University Law School in 1942. From 1943 to 1945, Duberstein served in the United States Army. When he left the Army following the end of World War II, Duberstein joined the Brooklyn law firm of Schwartz, Rudin, and Duberstein (the latter partner named after his uncle). In 1971, he became a partner at Otterbourg, Steindler, Houston, and Rosen, where he remained until his retirement in 1981. In 1981, he was appointed to the Eastern District Bankruptcy Court of New York. He was appointed that court's Chief Judge in 1984, a position he held for the rest of his career. In 1991, he was awarded an honorary doctorate from St. John's University Law School. The collection, 2005, contains 5 DVDs of footage honoring the career of Duberstein.

Joseph L. Cosetti was appointed United States Bankruptcy Judge for the Western District of Pennsylvania in 1980, where he served as Chief Judge until 1994. He served as President of the National Conference of Bankruptcy Judges (NCBJ) from 1991 to 1992. The NCBJ, which provides continuing legal education to judges, lawyers and other involved professionals, aims to secure a greater degree of quality and uniformity in the administration of the bankruptcy system and to improve the practice of law in the bankruptcy courts. Papers in the collection span the period of 1972-2001, with the majority of the documents created in the years 1989-1992. Abstract:
George C. Paine II was born on October 31, 1945 in Nashville, Tenn. He graduated from the University of Mississippi School of Law in 1973. In 1981, Paine was appointed a bankruptcy judge for the Middle District of Tennessee. He has served as Chief Bankruptcy Judge of that district since 1986. In 1984, George Paine was one of four judges who filed suit against the Administrative Office of the United States Courts ("Administrative Office"). The Administrative Office's director, William Foley, had refused to pay bankruptcy judges, arguing that parts of the Bankruptcy Amendments and Federal Judge Act of 1984 were unconstitutional. The case was later rendered moot when Foley rescinded his order and agreed to pay the judges. However, when Foley issued his first memorandum, a number of defendants in bankruptcy cases filed motions to overturn the bankruptcy courts' rulings, citing Foley's assertion that the judges had not been lawfully appointed at the time of the court proceedings. On July 17, 1986, the LTV Corporation filed for Chapter 11 debt relief due to underfunded pension plans. The court case resulted in a reorganization plan that involved LTV selling one of its subsidiary companies, Aerospace, in 1991. William J. Weller joined the Administrative Office of the United States Courts as Legislative Affairs Officer in 1976. In 1984 he was at the center of a lawsuit regarding his firing of United States Bankruptcy Judges over a dispute regarding their contract and status of employment. The Honorable Samuel L. Bufford is a former United States Bankruptcy Judge in the Central District of California, where he served from 1985 to 2010 and presided over nearly 100,000 cases. After graduating with a B.A. from Wheaton College in Illinois, Judge Bufford earned his law degree from the University of Michigan, where he was an editor of the Michigan Law Review and of the Journal of Law Reform and a Ph.D in Philosophy from the University of Texas. He practiced corporate, bankruptcy, antitrust, securities, and other types of business law in Los Angeles, Beverly Hills, San Francisco, and New York between 1974 and his appointment to the bench, except for a stint teaching law and urban planning at The Ohio State University between 1975 and 1977. Enron began as a pipeline company in Houston in 1985, and later, under the direction of former Chairman Kenneth L. Murray Drabkin (1928-) was a commercial bankruptcy lawyer at Hopkins and Sutter in Washington, D.C. until 2001. National Conference of Bankruptcy Judges Oral History Project, 2004-2008 (inclusive)

The Oral History Project was begun by the National Conference of Bankruptcy Judges (NCBJ) at its 2004 Annual Meeting. The purpose of the project was to record interviews in which past presidents of the NCBJ reminisced about the organization and the role they played in it. The project later expanded to encompass oral histories of prominent bankruptcy judges. The collection chiefly includes oral histories recorded with past presidents of the National Conference of Bankruptcy Judges. Accruals to this project include prominent members of the NCBJ who may or may not be former presidents.

Frank W. Koger, 1930-2003, received his J.D. from Kansas City University in 1953 and his L.L.M. from University of Missouri in 1966. After having worked in private practice since 1956, Koger was appointed Bankruptcy Judge to the Eighth Judicial Circuit in 1986. He remained in this position until his retirement in 1997. Koger was a member of the American Bar Association, the Commercial Law League of America, and the Missouri Bar Association. He was also a member of the National Conference of Bankruptcy Judges, where he served as Secretary, Vice President, and President in the 1990s. The collection, 1990-1997, chiefly includes records created and assembled by Koger as a member of the National Conference of Bankruptcy Judges from 1993-1997. Mary Davies Scott (born in 1944) earned her J.D. from the University of Arkansas, Little Rock, in 1978. Scott was appointed Bankruptcy Judge to the Eastern District of the United States Federal Court in 1987, where she remained until her retirement in 2002. From 1996 to 2002, she served as a member of the Bankruptcy Appellate Panel of the Eighth Circuit Court of Appeals. Scott is a member of the National Conference of Bankruptcy Judges, where she has served in a number of leadership roles. She has served on the Board of Directors of the American College of Bankruptcy since 2002. Scott planned and taught at various workshops and seminars for the Federal Judicial Center, an organization that provides continuing education to the federal judiciary, including bankruptcy judges. Abstract:
Robert B. Morton (1912-2005) earned his law degree from the University of Kansas in 1935. In 1962, Morton became a judge in the United States Bankruptcy Court, a position he held until 1986. Upon his retirement from the court, Morton worked for Morris, Laing, Evans, Brock and Kennedy, a law firm located in Wichita, Kan. Morton was an active member in a number of bankruptcy and legal organizations, most notably the National Conference of Bankruptcy Judges, where he served as President from 1975 to 1976 and as Treasurer from 1980 to 1982. The collection, 1973-1994, includes correspondence, memoranda, handwritten notes, and related material regarding Morton's activities as a member of the National Conference of Bankruptcy Judges; as counsel to the bankruptcy department of Morris, Laing, Evans, Brock and Kennedy; and as an advocate for improved benefits for bankruptcy judges.

Abstract:
Johns-Manville was an American corporation that made insulation and roofing materials. In the 1980s, the company faced a number of class-action lawsuits based on asbestos-related injuries from its asbestos insulation. As a result, in 1982 Johns-Manville file for Chapter 11 bankruptcy protection. At the time, the company was the largest to ever file for Chapter 11, also known as corporate known as corporate reorganization. The bankruptcy court of the Southern District of New York heard the case, rendering its decision in 1990. The collection, 1982-1990, includes pleadings and other records filed over the course of the case.

Abstract:
Francis Kirkham (1904-1996) was born in Utah in 1904. After earning his undergraduate and law degrees from George Washington University, Kirkham clerked for two Supreme Court Justices, including former Chief Justice Evan Hughes. During his time as a law clerk, Kirkham drafted a report suggesting revisions to the way people filed for bankruptcy, which was a pertinent issue in the wake of the Great Depression. This report, "Suggested Revisions to the General Orders and Forms of Bankruptcy," was published in 1939. The collection, circa 1935-1939, includes correspondence with Supreme Court Justices, drafts, reports, National Bankruptcy Conference drafts, and related material regarding Kirkham's activity as a Supreme Court law clerk drafting the "General Order and Rules of Bankruptcy," which was published in 1939.

Henry J. Sommer is one of the leading figures in bankruptcy and consumer law. Born in 1949 in Rochester, New York, Sommer received his JD cum laude from Harvard Law School in 1974. After graduating from Harvard, he worked for Community Legal Services in Philadelphia as Project Head of its Consumer Law Project until 1996. In addition to his role with Community Legal Services, Sommer has served on bankruptcy rules committees and worked as editor-in-chief of Collier on Bankruptcy. The Henry J. Sommer Papers, 1966-2014, include National Bankruptcy Conference papers, materials from Continuing Legal Education seminars and other meetings at which Sommer lectured, copies of published manuscripts written by Sommer, and other material related to Sommer's work with consumer law and legal reform.

Harry Dixon Jr. (1944-2006), a lawyer from Nebraska, wanted to form an organization with the dual purpose of providing Congress with unbiased views on legislation and creating an institution that could keep the bankruptcy community aware of legislative activities affecting them. In February 1982, Dixon incorporated under Nebraska law this new organization which was to be called the American Bankruptcy Institute (ABI). The records of the American Bankruptcy Institute document two main areas of the organization: the history and operating activities of the American Bankruptcy Institute and the organization's professional activities, publications, and research on bankruptcy related issues. Mark B. McFeeley has well over thirty-five years of experience practicing law in America, of which twenty-eight years (1981-2009) was dedicated to serving as a bankruptcy judge for the U.S. Bankruptcy Court for the District of New Mexico. Judge McFeeley was instrumental in forming the Bankruptcy Appellate Panel for the Tenth Circuit. As a bankruptcy judge, McFeeley was intimately involved with the Bankruptcy Crisis of the 1980s that called into question the constitutionality of the bankruptcy system and the appointment of bankruptcy judges after the Marathon Pipeline decision in June of 1982. In 1984, Judge McFeeley was one of four bankruptcy judges who filed suit against the Administrative Office of the United States Courts. William Foley, the Administrative Office's director, had refused to pay bankruptcy judges, arguing that parts of the Bankruptcy Amendments and Federal Judge Act of 1984 were unconstitutional. On July 11, 1984, William Foley, Legislative Affairs Officer of the Administrative Office of the United States Courts ("Administrative Office"), issued a memorandum stating that the Administrative Office would not pay bankruptcy judges because, in its opinion, Congress had acted unlawfully by awarding retroactive terms of office to the normally presidentially-appointed bankruptcy judges. In response, on July 13, 1984, four bankruptcy judges sued Foley and the Administrative Office for abuse of power. The case became commonly known as Lundin v. Foley. The law firm of Kronish, Lieb, Shainswit, Weiner and Hellman (later, Kronish, Lieb, Weiner and Hellman) represented the bankruptcy judges. Richard Lieb served as the primary attorney on the case.
