The NCBJ collection, 1926-2023, includes administrative files, meeting materials, publications, and photographs.

Henry J. Sommer papers, 1966-2014 (inclusive)

Abstract:

Henry J. Sommer is one of the leading figures in bankruptcy and consumer law. Born in 1949 in Rochester, New York, Sommer received his JD cum laude from Harvard Law School in 1974. After graduating from Harvard, he worked for Community Legal Services in Philadelphia as Project Head of its Consumer Law Project until 1996. In addition to his role with Community Legal Services, Sommer has served on bankruptcy rules committees and worked as editor-in-chief of Collier on Bankruptcy. The Henry J. Sommer Papers, 1966-2014, include National Bankruptcy Conference papers, materials from Continuing Legal Education seminars and other meetings at which Sommer lectured, copies of published manuscripts written by Sommer, and other material related to Sommer's work with consumer law and legal reform.

Abstract:

Daniel Glosband was one of the primary draftsmen of Chapter 15 of the Bankruptcy Code, which was enacted as part of The Bankruptcy Abuse Prevention and Consumer Protection Act (BAPCPA) in 2005. Drafting began in as early as 1997. The Daniel Glosband Papers: 2005 Bankruptcy Reform, is a small collection comprised of five series: Administrative Records; Drafts, 2000; Drafts, 1999; United States Advisory Group; and Chapter 15 Rules.

Abstract:

Harry Dixon Jr. (1944-2006), a lawyer from Nebraska, wanted to form an organization with the dual purpose of providing Congress with unbiased views on legislation and creating an institution that could keep the bankruptcy community aware of legislative activities affecting them. In February 1982, Dixon incorporated under Nebraska law this new organization which was to be called the American Bankruptcy Institute (ABI). The records of the American Bankruptcy Institute document two main areas of the organization: the history and operating activities of the American Bankruptcy Institute and the organization's professional activities, publications, and research on bankruptcy related issues. The materials date from 1982-2013, with the bulk from 1985-1996. Judge Joe Lee papers, 1961-2012 (inclusive)

Abstract:

The Judge Joe Lee papers, 1961-2012, consist of material from Lee's active involvement in bankruptcy organizations and legislation. Joe Lee received his law degree from the University of Kentucky in 1955. He served as counsel to the Congressional Labor Subcommittee for the U.S. House of Representatives before being appointed a U.S. Bankruptcy Judge on September 1, 1961. He was one of the longest serving bankruptcy judges in the nation and played a pivotal role in the enactment of the Bankruptcy Reform Act of 1978. The collection includes correspondence, minutes, and reports from the National Conference of Bankruptcy Judges, drafts of bills and correspondence regarding bankruptcy legislation, and Lee's writings on the history of bankruptcy law.

Abstract:

The Honorable Samuel L. Bufford is a former United States Bankruptcy Judge in the Central District of California, where he served from 1985 to 2010 and presided over nearly 100,000 cases. After graduating with a B.A. from Wheaton College in Illinois, Judge Bufford earned his law degree from the University of Michigan, where he was an editor of the Michigan Law Review and of the Journal of Law Reform and a Ph.D in Philosophy from the University of Texas. He practiced corporate, bankruptcy, antitrust, securities, and other types of business law in Los Angeles, Beverly Hills, San Francisco, and New York between 1974 and his appointment to the bench, except for a stint teaching law and urban planning at The Ohio State University between 1975 and 1977. A scholar of U.S. and comparative insolvency law, Bufford has authored one book, United States International Insolvency Law (Oxford University Press, 2009), and numerous law review articles and more than 75 published opinions. Randall J. Newsome attended Boston University for his Bachelor of Arts in 1972 and the University of Cincinnati College of Law for his Juris Doctor in 1975. With 28 years of experience serving as a settlement and bankruptcy judge, Judge Newsome is best known for his intelligent and pragmatic approach to resolving complex matters and he is frequently sought out as a national speaker on topics related to bankruptcy. Judge Newsome devoted much of his career handling local and national bankruptcy issues. Not only was Judge Newsome vocal about bankruptcy reform for consumers, but he was also actively involved with the ongoing legislative battles over bankruptcy reform, particularly during the ever changing Bankruptcy Abuse Prevention and Consumer Protection Act (BAPCPA) in the late 1990s. This collection of papers contains documents from Judge A. Thomas Small's office between the years 1982 and 2009. Documents include correspondence, handwritten notes, research material, testimonies and drafted legislation. Small actively participated in the legislative process, and much of the collecion covers legislative issues such as the Marathon decision, the creation of Chapter 12 bankruptcy, the creation of Bankruptcy Appellate Panels, and the debate over Bankruptcy Administrators vs. Bankruptcy Trustees. Also included are papers documenting the long range planning process of the United States Judicial Conference and the National Conference of Bankruptcy Judges.
