Abstract:
Ralph H. Kelley (1928-2004) was appointed United States Bankruptcy Judge in the Sixth Federal Judicial Circuit in 1969. In 1993 he retired as Chief Judge of the Bankruptcy Court for the Eastern District of Tennessee but remained the court's senior judge. He was a member of the National Conference of Bankruptcy Clerks and the National Conference of Bankruptcy Judges, where he served as President from 1985 to 1986. In 1980, Ralph Kelley was appointed to the Committee on the Budget of the Judicial Conference of the United States, where he served until 1990. Abstract:
Kenneth N. Klee spent his career analyzing bankruptcy law and advocating for pro-debtor reforms to the Bankruptcy Code. He graduated from Harvard Law School in 1974 and joined to the California bar in 1975. He began his career as Associate Counsel for the Subcommittee on Civil and Constitutional Rights, a subunit of the House of Representatives' Committee on the Judiciary, where he advised Congress and helped draft legislation related to bankruptcy reform in the 1970s. He was also a consultant to the House Judiciary Committee from 1977 to 1982 and the Department of Justice from 1983 to 1985. Klee was a member of the National Bankruptcy Conference, an association of scholars and practitioners committed to the study of bankruptcy legislation and reform, where he was chair of the Committee on Legislation from 1992 to 1999. Abstract:
Judge Arthur N. Votolato was the first bankruptcy judge to sit in Rhode Island, and for 44 years, he was the only U.S. bankruptcy judge to serve the state. He served on the First Circuit Bankruptcy Appellate Panel, Massachusetts and Maine panels. He was Chief Judge, Massachusetts' B.A.P. from 1981 to 1984. The Judge Arthur N. Votolato papers is a small collection of material relating to Votolato's work in bankruptcy law. The collection contains Bankruptcy Appellate Panel materials including correspondence, notes, and outlines, as well as case files, reports, publications including The Conference Newsletter, The Silver Whistle, and other related documents.

Randall J. Newsome attended Boston University for his Bachelor of Arts in 1972 and the University of Cincinnati College of Law for his Juris Doctor in 1975. With 28 years of experience serving as a settlement and bankruptcy judge, Judge Newsome is best known for his intelligent and pragmatic approach to resolving complex matters and he is frequently sought out as a national speaker on topics related to bankruptcy. Judge Newsome devoted much of his career handling local and national bankruptcy issues. Not only was Judge Newsome vocal about bankruptcy reform for consumers, but he was also actively involved with the ongoing legislative battles over bankruptcy reform, particularly during the ever changing Bankruptcy Abuse Prevention and Consumer Protection Act (BAPCPA) in the late 1990s. The American Law Institute (ALI) was founded in 1923 in response to a perceived uncertainty and complexity in American law. Former Penn Law Dean William Draper Lewis was the Institute's first director, running the organization's operations out of his campus office. The ALI was conceived as a representative gathering of the American Bar (including Judges, Lawyers, and Law Professors) for the stated mission "to promote the clarification and simplification of the law and its better adaptation to social needs, to secure the better administration of justice and to encourage and carry on scholarly and scientific legal work." The collection, 1924-2003, includes minutes, correspondence, reports, and related records regarding the activity of the American Law Institute Council.

American Law Institute Uniform Commercial Code records, 1935-2003 (inclusive)

Abstract:
The Uniform Commercial Code (UCC) was the result of a joint project between the American Law Institute (ALI) and the National Conference of Commissioners on Uniform State Law (NCCUSL). Work on the UCC began in 1945 in response to a perceived need by members of both ALI and NCCUSL to consolidate a number of uniform laws, previously enacted by NCCUSL, related to commercial transactions. NCCUSL was established in 1891 for the purpose of codifying state law by creating uniform laws and model acts. ALI was founded in 1923 in response to a perceived uncertainty and complexity in American Law. The Institute had previously developed a codification of particular areas of the law, known as the Restatement of the Law. Thus, cooperation between ALI and NCCUSL on the UCC presented a likely partnership. The first version of the UCC was approved in 1951. American Law Institute Model Penal Code records, 1942-1985 (inclusive)

Abstract:
The Model Penal Code, first completed in 1962 and revised and expanded over the next 20 years, played a role in the revision and codification of criminal law. The Chief Reporter on the project was Herbert Wechsler. A Criminal Law Advisory Committee was established to provide the reportorial staff with guidance in the drafting of the Code. A Proposed Official Draft was published in 1962. This version generated wide response among legislatures and courts, prompting a revision and expansion of the code's commentaries that began in 1976. A final version of the Model Penal Code, with revised commentaries, was published in 1985. The Code influenced the areas of jurisdiction, double jeopardy, responsibility, criminal attempts, theft, abortion, obscenity, sentencing, and capital punishment. The American Law Institute (ALI) was founded in 1923 in response to a perceived uncertainty and complexity in American law. Abstract:
Bernard G. Segal graduated from the University of Pennsylvania Law School (now known as the University of Pennsylvania Carey Law School) in 1931. Segal became the youngest Deputy Attorney General in Pennsylvania's history in 1932, the first Jewish lawyer elected Chancellor of the Philadelphia Bar Association in 1952, and the first Jewish president of the American Bar Association in 1969. Segal also co-chaired the Lawyers Committee for Civil Rights Under Law and headed the Office of Economic Opportunity's Advisory Committee on Legal Services to the Poor. The Bernard G. Segal papers document all of Segal's activities outside of his work as a lawyer at Schnader, Harrison, Segal, and Lewis. This includes correspondence, reports, and minutes from his professional associations, governmental appointments, and his civic work.
