Abstract:
Ralph H. Kelley (1928-2004) was appointed United States Bankruptcy Judge in the Sixth Federal Judicial Circuit in 1969. In 1993 he retired as Chief Judge of the Bankruptcy Court for the Eastern District of Tennessee but remained the court's senior judge. He was a member of the National Conference of Bankruptcy Clerks and the National Conference of Bankruptcy Judges, where he served as President from 1985 to 1986. In 1980, Ralph Kelley was appointed to the Committee on the Budget of the Judicial Conference of the United States, where he served until 1990. Robert D. Martin (1944-) was appointed Chief United States Bankruptcy Judge for the Western District of Wisconsin in 1978. Martin was a charter fellow of the American College of Bankruptcy and a conferee of the National Bankruptcy Conference. He was a member of the National Conference of Bankruptcy Judges (NCBJ), an organization devoted to providing to providing education and advice relating to bankruptcy legislation. Martin served on the Board of Governors of the NCBJ from 1988 to 1991, as Secretary in 1994, and as the conference's President in 1996. Joseph L. Cosetti was appointed United States Bankruptcy Judge for the Western District of Pennsylvania in 1980, where he served as Chief Judge until 1994. He served as President of the National Conference of Bankruptcy Judges (NCBJ) from 1991 to 1992. The NCBJ, which provides continuing legal education to judges, lawyers and other involved professionals, aims to secure a greater degree of quality and uniformity in the administration of the bankruptcy system and to improve the practice of law in the bankruptcy courts. Papers in the collection span the period of 1972-2001, with the majority of the documents created in the years 1989-1992. Abstract:
The Honorable Samuel L. Bufford is a former United States Bankruptcy Judge in the Central District of California, where he served from 1985 to 2010 and presided over nearly 100,000 cases. After graduating with a B.A. from Wheaton College in Illinois, Judge Bufford earned his law degree from the University of Michigan, where he was an editor of the Michigan Law Review and of the Journal of Law Reform and a Ph.D in Philosophy from the University of Texas. He practiced corporate, bankruptcy, antitrust, securities, and other types of business law in Los Angeles, Beverly Hills, San Francisco, and New York between 1974 and his appointment to the bench, except for a stint teaching law and urban planning at The Ohio State University between 1975 and 1977. Randall J. Newsome attended Boston University for his Bachelor of Arts in 1972 and the University of Cincinnati College of Law for his Juris Doctor in 1975. With 28 years of experience serving as a settlement and bankruptcy judge, Judge Newsome is best known for his intelligent and pragmatic approach to resolving complex matters and he is frequently sought out as a national speaker on topics related to bankruptcy. Judge Newsome devoted much of his career handling local and national bankruptcy issues. Not only was Judge Newsome vocal about bankruptcy reform for consumers, but he was also actively involved with the ongoing legislative battles over bankruptcy reform, particularly during the ever changing Bankruptcy Abuse Prevention and Consumer Protection Act (BAPCPA) in the late 1990s. As a teacher, scholar, lawyer, and consultant, Lawrence P. King (1929-2001) played an important role in the reform of bankruptcy law from the 1960s to his death in 2001. King taught commercial and bankruptcy law at New York University Law School. He served on a number of congressional commissions formed to analyze and reform bankruptcy law, including the Advisory Committee on Bankruptcy Rules of the Judicial Conference of the United States. He gave speeches and participated in panels regarding bankruptcy legislation for a number of seminars and educational programs. He was an active member of the National Bankruptcy Conference, an organization of lawyers, judges, and professors dedicated to bankruptcy reform. Randall J. Newsome (b. 1950) graduated from the University of Cincinnati Law School in 1975. In 1998, Newsome was appointed to the Northern District of California's bankruptcy court, where he became Chief Judge in 2004. Randall Newsome has served as a faculty member for the Federal Judicial Center since 1987. He joined the National Conference of Bankruptcy Judges in 1983, serving as President from 1998-1999. He is a fellow of the American College of Bankruptcy. The collection (1993-2004) includes audio cassette tapes of interviews with important figures in bankruptcy law, conducted by Newsome.
