Richard Taylor "Dick" Schulze was born in Philadelphia, Pa., August 7, 1929. He graduated from Haverford High School in 1948 and went on to attend the University of Houston (1948-1949), majoring in business administration, foreign trade, and transportation. He studied business law and accounting at Villanova University (1952), and business procedures and salesmanship at Temple University (1968). He served in the U.S. Army during the Korean War from 1951-1953. Before his time in Congress, Schulze was a small businessman for twenty-five years, operating an electrical appliance business in Paoli, Pa. He was active in civic and community affairs, as well as in Republican politics in Pennsylvania, and began as a Republican committeeman for the Tredyffrin Township in 1960, serving in that position until 1967. He was the Registrar of Wills and Clerk of Orphans Court in Chester County, Pa., from 1967 to 1969, when he was elected to the Pennsylvania House of Representatives, serving from 1969 to 1974. Schulze was elected as a Republican representative for Pennsylvania's 5th congressional district to the 94th and to the eight succeeding Congresses (January 3, 1975-January 3, 1993) of the United States; he was not a candidate in 1992 for renomination to the 103rd Congress.

During his career in the House of Representatives, Schulze rose to serve as a top-ranking member of the House Committee of Ways and Means and as the senior Republican member on the House Oversight Subcommittee. He also served on the Trade, Social Security, and Select Revenue Subcommittees, the Armed Services Committee and Banking. He chaired the Republican Study Committee and was the Republican Whip for Pennsylvania.

Schulze was married to Anne "Nancy" Lockwood until her death from breast cancer in 1990. They had four children. He later married Nancy Waltermire (née Senechal), widow of former Montana Secretary of State Jim Waltermire.

Schulze was a member of the House Committee of Ways and Means, rising to the rank of senior Republican member, which had jurisdiction over revenue and related issues, reciprocal trade agreements and bonded debt of the United States as well as revenue-related aspects of the Social Security system, Medicare, and social services programs. The bulk of Schulze's sponsored or cosponsored legislation was related to Taxation or Foreign Trade and International Finance.

Series IV: Legislative Files, 1974-1992; includes legislative profiles, voting record, committee files, issue files on topics such as trade, social security, oversight, health, and tax policy. Series V: Constituent Files, 1977-1992; includes 5th district-related issues, events, and programs including topics such as Valley Forge National Historical Park (1976), "Blue Route" (Route 476), Superfund Program (1980), IRS Philadelphia Service Center (1985), Congressional gold medal to artist Andrew Wyeth (1988), and Exton Bypass (1991).
