Overview and metadata sections
The Home and School Council dates from the organization of the "National Congress of Mothers" in Washington DC, February 17, 1897. After the ending of the Congress, Philadelphia Women organized the "Mother's Club of Philadelphia" on May 7, to promote wider use of the schools.
The first neighborhood school-based councils were formed in 1900. The movement gained further impetus in 1906 when the schools came under central administration and Dr. Martin G. Brumbaugh was appointed Superintendent of Schools. A series of parent meeting were organized with a number of new local associations being formed as a result. In October 1909 a conference of delegates from these organizations formed a League of Home and School Associations to provide a common ground through which to establish closer relations between the home and school.
In January 1926 the League reorganized as a County Council of the Pennsylvania Congress and of the National Congress of Parents and Teachers, and was renamed the Philadelphia County Council of Home and School Associations. In the 1930s the local council was known as the Parent-Teachers Association but this name was later abandoned because the association wished the emphasis to be placed on the relation between home and school and not just parent and teacher.
The Home and School Council continued to grow and gradually gained in influence. In 1965 the Council played a vital role in the passage of the Home Rule Charter Educational Supplement. During the term of Mrs. Bernard Featherman (1970-1972) Council gained the right to have members present at negotiations between the Board of Education and the teachers union. Under Mrs. A. Sherwood Platt members of Council went to Harrisburg and gained more funding for public schools. Under Mrs. Lloyd Westfield Council instituted the Parents' Bill of Rights and Responsibilities in 1974 and 1975 and was responsible for the Quality Education Survey of 1975.
The bulk of the material in the collection is from the years 1966 to 1976. The largest amount consists of issues and activities, general correspondence from 1965 to April 1974, and completed questionnaires from the Quality Education Survey of 1975. Photographs include images of meetings and teas sponsored by the Council with some portraits of officers. This collection includes preserved versions of the organization's website, available through Archive-It.

Collection Inventory
This series contains a history of the Home & School Council from 1897-1977, constitution and by-laws for 1961, 1965, 1966, 1974 and 1975, proposed revision for 1971, 1973, and 1974, administrative guidelines for 1965 and Annual Reports for 1965 through 1968.
This series contains listings of the Officers of the Home and School Council from 1965-1976, Agendas and Minutes of Executive Board Meetings from 1965-1976, Executive Board Correspondence from 1964-1976, and President's letters from 1964-1966 and President's Statements from 1972-1974.
This series contains materials and correspondence from the Home and School Council's Annual Conferences from 1966-1976 and Annual Dinners from 1966-1977; also some pre-1966 Conference and Dinner Material.
Membership Files from 1963-1975 consisting primarily of mailing lists and lists of school principals. It also contains materials from General Membership Meetings from 1964-1975 and General Membership Meeting Correspondence from 1972-1975.
Besides miscellaneous financial material, this series contains files on the Blanket Position Bond of 1965, Insurance; Bonding and Accident; from 1969 through 1975, proposed Budgets for 1964-1976, financial statements based on outside examinations from 1965-1972 (with some from 1965-1966), and Annual Treasurer's Reports and Financial Statements from 1965-1975.
This series contains material on various council activities such as library files, family activities, motion pictures, and Salute to Teachers Day. There is also material on various conferences, councils, committees and workshops sponsored by the Home and School Council. It contains legal files which include materials on the school strikes of 1970 and 1972 and contains the Parent's Bill of Rights and Responsibilities. This series also contains material on issues such as Richardson Dilworth's Task Force on Desegregation in 1966, the Educational Home Rule Question of 1965 and the Save Our Schools Committee of 1963.
