The Jenkintown Urban Mobilization Program (JUMP) was an outgrowth of a 1980 Venturi, Rauch and Scott Brown Planning Study, "A New Main Street for Jenkintown," and a 1985 "Comprehensive Plan for Jenkintown." Created as a non-profit corporation in 1985, its purpose was to establish a full-time revitalization effort for the Central Business District. JUMP was responsible for administering the Pennsylvania Main Street Manager Program in Jenkintown and a façade and architectural design program provided for through a grant from the Pennsylvania Department of Community Affairs.

The duties of the Main Street Manager, as described in the program application, were ambitious. They ranged from encouraging and promoting business, tackling parking and traffic problems and other routine improvements to the more daring undertaking of reorienting the main business corridor away from Old York Road.

Although JUMP credited itself for a reinvigorated downtown, the minutes, 1985-1990, covering the period during the Main Street Manager’s tenure, do not indicate substantial changes. Although some facades were improved through the financial incentive program, little else seemed to have been accomplished. JUMP last met December 19, 1990, with financial audits running for several more years.

The Jenkintown Urban Mobilization Program records, 1985-1993, consist of planning studies and administrative records of the organization. Following is an inventory of the collection:
