Also referred to as the Peace League, it was founded by North Carolinian Hayne Davis in New York City, April, 1908. Davis saw the Practical Peace League as the means of completing the work of George Washington--namely to insure adequate armament and effective arbitration to settle international disputes. Davis drew up a detailed Constitution for the League and succeeded in convincing President Theodore Roosevelt to be named the League's first Honorary President.
