Overview and metadata sections
Eugene M. Becker was born on September 1, 1930 in St. Paul, Minnesota. He graduated from Colgate University in 1952. He received an MA in art history from the University of Chicago in 1953 and a Ph.D. in art and archaeology from Princeton University in 1959. He also studied as a Fulbright scholar at the University of Paris from 1953 to 1954, and from 1954 to 1956 served with the Army Fifth Infantry Division in Germany and as a foreign press analyst for the United States European Command Headquarters near Paris.
Becker's career spanned both finance and government. In finance, he held executive positions in municipal finance (bond sales and public power investment banking) in various investment firms, including the First National City Bank and Kidder Peabody. He also worked as the director of information in municipal securities at the Investment Bankers Association of America. In government, Becker directed research on New York City finances during John Lindsay's mayoral campaign in 1965, becoming Director of the Budget for New York City in 1966. In this capacity, Becker was responsible for drafting a report on the city's fiscal crisis, preparing and executing spending plans, labor negotiations, and serving as a member on the Board of Estimates. In 1967, he was appointed Assistant Secretary of the United States Army for Financial Management by President Johnson and continued to serve in that capacity during the Nixon administration. He was twice awarded the Army's Distinguished Civilian Service Award during his tenure with the Army which ended in 1972, when he returned to the corporate world.
Becker became Chairman of the Advisory Board of The Mentor Group in 1989. The Mentor Group is a non-profit, publicly supported research institute focusing on constitutional, legal-economic comparative studies. Central to the development of these studies has been the founding of the Forum for US-EU Legal-Economic Affairs (1989- ), the Forum for Russian Legal-Economic Affairs (1993-2000), and the Central European Forum for Legal-Economic Affairs (2004- ). Becker co-founded the Forum for US-EU Legal-Economic Affairs with Thomas Kosmo, the originator of the concept and president of The Mentor Group. As co-founder, Becker was responsible for corporate fundraising and relations with senior American and European corporate executives and co-shared agenda planning with Kosmo. Becker also served as an advisor to the Forum for Russian Legal-Economic Affairs until it was terminated in 2000 and as an advisor to the Central European Forum for Legal-Economic Affairs.
Becker was also a trustee of the Carnegie Hall Corporation (1966-1992) and a trustee of Manhattanville College (1975-1989). He served as Chairman of the Advisory Board of The Mentor Group and as an advisor to its Central European Forum for Legal-Economic Affairs.
As a Distinguished Visiting Scholar at New York University's Glucksman Ireland House, Becker was the director of the research project New Perspectives in Managing Ireland's Economy for the Country to Thrive in the Turbulence of World Markets.
Eugene Becker died on September 28, 2016 at age 86.
The Eugene M. Becker Papers consist primarily of planning documents, position papers, articles, addresses, correspondence, and scrapbooks which document Becker's career in public service, including Budget Director of New York City under Mayor John Lindsay, Assistant Secretary of the United States Army during the Johnson and Nixon administrations, and Chairman of the Advisory Board of the Mentor Group, a research institute focusing on constitutional, legal-economic comparative studies and sponsor of the Forum for US-EU Legal-Economic Affairs, the Forum for Russian Legal-Economic Affairs, and the Central European Forum for Legal-Economic Affairs. The collection also includes materials related to Becker's research project on Ireland's economy.
The collection was donated by Eugene M. Becker in 2001. The accession number associated with this donation is [ML.2001.014]. Subsequent accessions were received in 2007 [ML.2007.026] and in 2013 [ML.2013.029]. The materials that comprise Series 6 were donated in 2014 [ML.2014.031].
For preservation reasons, original analog and digital media may not be read or played back in the reading room. Users may visually inspect physical media but may not remove it from its enclosure. During processing in 2002, materials related to Carnegie Hall that are not relevant to the public policy collections at Mudd were separated from the collection and sent to the Carnegie Hall archives. There is no indication that material was separated from the July 2007 accession to the collection. No materials were separated from the 2013 or 2014 donations.

Collection Inventory
Series 1, Assistant Secretary of the United States Army for Financial Management, 1963-1973, documents Becker's posting as Assistant Secretary in the Army. A small amount of related material pertaining to Becker's service in the mid-1950s with the United States European Command is located in the Series 4, General.
As Assistant Secretary, Becker initiated a number of reform measures concerning the financial management of Army resources, which are reflected in documents concerned with budgets and cost analysis. Becker's office, under his direction, also produced two documents concerned with economic development in the Republic of Vietnam: "Overall Economic Development Plan for Vietnam," 21 Dec 1970, and "Economic Development in the Republic of Vietnam Including the Role of the Military," 26 Apr 1972.
This series also includes personal correspondence dealing with courtesies related to military protocol, along with a few letters on more substantive issues. A few nomination and promotion support letters are located in their own file, however, most of these letters are filed in the alphabetical correspondence files. Additionally, the series contains photographs, speeches, and government publications.

Series 2, Mentor Group, 1989-2007 has been divided into two subseries. The first series contains the working documents maintained by Becker. The second subseries contains publications and other materials related to specific events organized by the Mentor Group.
The Mentor Group was established in 1983 by Thomas Kosmo, who as of 2007 remains president, as a non-profit, publicly supported research institute focusing on constitutional, legal-economic comparative studies. Becker became Chairman of the Advisory Board of the Group in 1989 and as of 2007 continues in that capacity. Central to the development of these studies has been the founding of three interrelated forums:
The Forum for US-EC Legal-Economic Affairs (1989- ; at its beginning known as the Forum for Members of the Supreme Court of the United States and the Court of Justice of the European Communities) is a body concerned with practical legal-economic problems posed by the Internal Market of the European Union and has focused on the future of an integrated economy within a fully democratically developed European Union. Membership in the Forum included senior jurists (including justices from the U.S. Supreme Court and the Court of Justice of the European Communities), economists, and government officials, as well as senior representatives of major industrial corporations from both sides of the Atlantic.
The Forum for Russian Legal-Economic Affairs (1993-2000; at its beginning known as the Troika Conference for Russian Legal-Economic Affairs) was a professional collaboration of Russian and non-Russian jurists, ministers, high government officials, scholars, corporate leaders, and diplomats to serve the Russians variously responsible for the establishment of legal and economic orders that reinforce one another within the Russian Federation.
The Central European Forum for Legal-Economic Affairs (2004- ; at its beginning known as the EU New Member States Forum), in partnership with the Forum for US-EU Legal-Economic Affairs, is a working body for judges, national officials, and the private sector in Central Europe. The Forum is designed to aid in coordinating national and private sector endeavors of the new member states with established EU institutions, especially the European Commission and the Europe Court of Justice.
Becker co-founded the Forum for US-EU Legal-Economic Affairs, along with Thomas Kosmo, the originator of the concept. As co-founder, he has been responsible for corporate fundraising and relations with senior American and European corporate executives and has co-shared agenda planning with Kosmo. Kosmo, in turn, has been responsible for recruiting scholars and jurists from both sides of the Atlantic. Becker was an advisor to the Forum for Russian Legal-Economic Affairs until it was terminated in 2000 and as of 2007 is an advisor to the Central European Forum for Legal-Economic Affairs.
This series contains records documenting the Forum for US-EC Legal-Economic Affairs and the Forum for Russian Legal-Economic Affairs.
The materials in this series are arranged as two subseries: Working Documents 1989-2000 and Forum Meetings and Publications 1991-2007.

Series 2, Mentor Group, Subseries 1, Working Documents, 1989-2000 includes forum agenda planning documents, budgets, brochures, and membership correspondence related to the Forum for US-EU Legal-Economic Affairs and the Forum for Russian Legal-Economic Affairs. In the case of the Forum for US-EU Legal-Economic Affairs, the majority of the papers document agenda planning and member cultivation. The forum agenda and new member invitations were developed in collaboration with forum participants. The general correspondence files include membership and event correspondence, as well as newspaper and journal clippings on various corporations and industries. In the case of the Forum for Russian Legal-Economic Affairs, the documents consist of an overview, interim report, executive summary, and fundraising proposals.

Series 2, Mentor Group, Subseries 2, Forum Meetings, 1991-2007 consists of event agendas, participant rosters, and related publications of essays from the Forum for US-EU Legal-Economic Affairs, and a smaller amount of material from the Forum for Russian Legal-Economic Affairs. The essays are softbound, intended for limited distribution. Most publications were distributed for use during forum meetings. Occasionally, essays presented at different meetings would be published in a single dated volume.

Series 3, New York City Director of the Budget, 1959-1971, is divided into three subseries. The first subseries includes published and unpublished reports. The second subseries contains subject files and the third subseries consists mainly of correspondence, handwritten notes, memoranda and working documents related to the budget during and after John Lindsay's 1965 New York mayoral campaign. Becker actively worked on this campaign and then served as his Director of the Budget in 1966. These materials document Becker's role in the campaign in which he helped shape Lindsay's budget platform, as well as the transition to the new administration, including the fiscal recovery plan that Lindsay ultimately implemented during New York's fiscal crisis of 1966.
The materials in this series are arranged into three subseries: Reports 1961-1966; Subject Files 1964-1971; and General 1959-1966.

Series 3, New York City Director of the Budget, Subseries 1, Reports, 1961-1966 contains reports including both published and unpublished documents.
John Lindsay as a part of his campaign for mayor published a white paper on New York City's fiscal crisis titled From Fiscal Decay to Recovery (The Restoration of Fiscal Stability to New York City). Becker was responsible for several drafts, the galley proofs and final version of this paper, all of which are located in this subseries.
Subsequent to John Lindsay's election, a series of steps were taken which restored fiscal stability to the city. The steps are documented beginning with The Financial Condition of the City of New York, 29 Nov 1965, illustrating the deterioration of the city's finances; the Message of the Mayor to the Board of Estimate and the City Council Submitting the Executive Budget for the Fiscal Year 1966-1967, 15 Apr 1966, in which the mayor announces his determination to restore fiscal stability; the "Expense Budget 1966-1967," 27 May 1966, reflecting this determination; "The Financial Condition of the City of New York," 25 Jul 1966, documenting the results of fiscal reform; and Better Financing for New York City: Final Report of the Temporary Commission on City Finances," Aug 1966, independently confirming the results of fiscal reform. During this process, Becker was responsible for preparing and executing a disciplined spending plan and Murray Drabkin, tax counselor to the mayor, was responsible for assuring a solid revenue base, primarily through the innovation of a payroll tax on commuters.

Series 3, New York City Director of the Budget, Subseries 2, Subject Files, 1964-1971 contains financial documents, correspondence, and memoranda. The majority of these materials relate to the 1966-67 capital budget for the City of New York. Key working documents to resolving the City's fiscal crisis are also included in this subseries: "Expense Budget-General Fiscal Plan-Economies," 1966; "Vacancy Control Board-Job Freeze," 1966; and "State Aid Request," 1964-1965. The subseries also includes significant documentation on Becker's negotiation of a settlement between the City (the New York City Department of Hospitals) and the New York State Nurses Association, resolving what had become a crisis situation, and his membership on the Board of Estimates, which in turn included the subordinate Job Vacancy and Site Selection Boards.
The "Capital Budget," 1966-1967 in this subseries is a counterpart to the "Expense Budget," 1966-1967 found in Subseries 1, Reports. Other related materials are located in Series 4, General: Proposal for Federal Urban Industrial Bank, 1968-1969.

Series 3, New York City Director of the Budget, Subseries 3, General, 1959-1966 contains predominately correspondence. Much of the correspondence during and after the campaign is related to Lindsay's fiscal program and development of the budget. Other materials related to the campaign include analysis of the positions put forth by other mayoral candidates. Becker was invited to numerous events and gatherings due to his involvement with the Lindsay campaign and later the administration. These invitations consist of routine correspondence and include both regrets and acceptances.

Series 4, General, 1944-2012 reflects Becker's personal activities. Becker used his financial and analytical skills throughout his career. He created a small file of his position papers, included are documents for the Investment Bankers Association of America, John J. Gilhooley during his bid for New York City Comptroller in 1961, and the Critical Issues Council directed by Milton Eisenhower. Some of these position papers can be found elsewhere in the series, for example the paper on the position of comptroller is found in the portfolio assembled by Becker and within the John Gilhooley correspondence. Other writings in this series include the foreign press reviews from Becker's Army service in the mid-1950s, and a manuscript entitled "Selling Municipal Bonds."
Other records document a fundraising campaign for the Carnegie Hall Corporation, of which Becker served as a trustee, and a proposal for an Urban Industrial Bank. Most of the correspondence related to both Carnegie Hall and the Bank proposal can be found in this series. However, a few letters are found in the personal correspondence files of the Army series.

Series 5, Oversized and Photos, 1965-1972 consists mostly of scrapbooks related to Becker's five years as Assistant Secretary of the Army. The Army scrapbooks consist mainly of photographs where Becker is presenting awards, other images include military installation visits conducted by Becker. The scrapbooks include numerous invitation cards, a few programs and a handful of letters and press releases. The American Soldier album is a collection of lithographs depicting the American soldier and the uniforms from 1776 to 1965.
Newspaper clippings, press releases, and letters dominate the scrapbook from Becker's time as budget director for New York City. A few photographs from events and meetings are found in this scrapbook. The folder "City Hall - Miscellaneous," found in Box 22, Folder 1, contains newspaper clippings and letters collected for but not used in this scrapbook or in the compilation titled "Professional and Public Reaction to the Fiscal Plan and Budgets for NYC" found in the Box 21, Folder 4.

Series 6, Ireland House Project, 2001-2013 contains unpublished notes and working documents related to the production of New Perspectives in Managing Ireland's Economy for the Country to Thrive in the Turbulence of World Markets, Volumes I and II. Becker co-authored these volumes and Volume II's insert adjustment, which were a project of the Glucksman Ireland House at New York University.
