Phleger, Herman, 1890-1984

Phleger was a prominent attorney with the firm of Brobeck, Phleger & Harrison, expert in constitutional and international law, associate director of the Legal Division of the U.S. Military Government of Germany, and adviser to Dwight D. Eisenhower.

Consists of papers relating to the controversy over the Bricker Amendment 1952-1957. They were collected by Herman Phleger, the Legal Adviser of the Department of State (1953-57). During the controversy, Phleger acted as chairman of a committee representing the various Departments of the Government, organized at the direction of President Eisenhower and charged with the duty of resisting this attempt to curtail the President's power in the field of foreign relations.

Includes a bound transcript of an oral history interview with Phleger conducted in 1977 by Miriam F. Stein for the University of California at Berkeley and entitled "Herman Phleger, Sixty Years in Law, Public Service and International Affairs." The interview discusses Phleger's life from his early days at UCLA through his career as a prominent attorney with the firm of Brobeck, Phleger & Harrison, expert in constitutional and international law, associate director of the Legal Division of the U.S. Military Government of Germany, and adviser to Dwight D. Eisenhower.

Herman Phleger presented these papers in November 1971 to the Dulles Library at Princeton University.
