- The City of Chester in Delaware County is the oldest city in Pennsylvania. It was settled by Swedish immigrants in 1644, incorporated as a borough in 1701, and incorporated as a city in 1866. The Chester City Council meeting minutes, 1970-1979, cover the years leading up to Chester's passage of a new home rule charter in 1980.
