The original Council for Women was created through executive order on March 9, 1971 by Republican Governor Russell Peterson to "promote the equality of women in the public and private sectors and eliminate discriminatory practices in all aspects of society." The Council was reestablished on March 23, 1974 by Democratic Governor Sherman Tribbitt.

On June 16, 1977, Republican Governor Pete du Pont issued Executive Order 21, reorganizing the existing commission into the Governor's Commission on the Status of Women. The new commission, with 25 members representing all three counties and the city of Wilmington, was charged with "foster[ing] an understanding of and appreciation for the many contributions of the women of Delaware to the home, the community, the State and the Nation," as well as researching matters of importance to women in the state, investigating allegations of discrimination on the basis of sex, and making recommendations to the Governor, General Assembly, and other state and non-state agencies and organizations about policies and programs designed to benefit women in Delaware.

"Forward Women from Delaware's Past" is a presentation which documents the history of Delaware through the stories of notable women from the seventeenth to mid-twentieth century. Material includes a script for the presentation, with an accompanying audio cassette with a female voice, possibly project manager Yetta Chaiken, reading the script, and 135 black-and-white and color slides to accompany the presentation.

The presentation recounts brief biographies of the women, with corresponding images on the accompanying slides.
