Jacob Benjamin "Jack" Ukeles was born in 1937 to Meyer and Anna Ukeles of New York. He received his B.A. from Brooklyn College and his Ph.D. from the University of Pennsylvania. He was a Fulbright Scholar at the School of Planning and Architecture in New Delhi, India. Ukeles served as Deputy Director for Comprehensive Planning in the New York City Planning Department before joining the University of Pennsylvania faculty in 1966. He taught urban planning in the University's Center for Urban Research and Experiment. He also taught policy analysis and management at Columbia University and was the first chair of Urban Affairs and Policy Analysis at the New School for Social Research. He held a variety of local and state government roles including Deputy Director for Program Analysis of the Emergency Financial Control Board for New York State and Executive Director of the Management Advisory Board for New York City. In 1986, Ukeles established Ukeles Associates, Inc. a planning, policy research and management firm for Jewish communities and organizations. Prior to this, he was a senior executive at the New York Jewish Federation.

Ukeles married artist Mierle Laderman in 1966. They have three children.

This collection contains correspondence, reports, memorandum, minutes and audiocassettes accumulated by Jacob B. "Jack" Ukeles while teaching in the Center for Urban Research and Experiment at the University of Pennsylvania. The Center was established in 1968 under the direction of Robert B. Mitchell. The Center's objectives were to increase understanding of urban settlements as phenomena and as they influence human develpment and welfare; define and contribute to the solution of problems of human settlements with special attention to the Philadelphia region; and improve opportunities for education and training. The bulk of the material focuses on Ukele's work on the Urban Strategies Project, which was under his direction. Completed in April 1970, the project attempted to designate alternative strategies for the urban problems of "urban slums, poverty, race and ghetto."

The bulk of this collection is open for research use. However, use of original audiocassettes in Box 1, Folders 9-10 are restricted from use. If the original does not already have a copy, it may be sent to an outside vendor for copying. Patrons are financially responsible for the cost.
