Covey T. Oliver was born in Texas on April 21, 1913. He attended the University of Texas and the University of Texas School of Law, graduating in 1933 and 1936 respectively. After graduation, Oliver taught at the University of Texas School of Law until 1939 when he joined the Board of Economic Warfare at the beginning of World War II.
In 1949, Oliver became a professor of international law at the UC Berkely School of Law and began a doctorate in juridical science at Columbia Law School. In 1956, Oliver joined the faculty of the University of Pennsylvania Law School.
Oliver was appointed by President John F. Kennedy to the Inter-American Juridical Committee of the Organization of American States in 1962 and by President Lyndon B. Johnson as the United States Ambassador to Colombia in 1964. He was then appointed by President Johnson as the Assistant Secretary of State for Inter-American Affairs, an office he held from July 1967 to December 1968.
In 1969, after leaving government service, Oliver returned to teaching at the University of Pennsylvania Law School where he taught until his retirement in 1978. He continued to teach at Rice University in Houston, Texas for the next three years. Covey T. Oliver passed away on February 22, 2007.
The Covey T. Oliver Papers is a small collection of ten items. The items include three group photographs, several certificates, one brief telegram, and one letter from a class of students received by Oliver. Most of these items relate to his time in government service.
The collection is arranged chronologically.
