Overview and metadata sections
The first meeting of the Education Council took place on January 20, 1931, to undertake its mandate to "coordinate the educational work of the several divisions of the University." Adopted just two weeks earlier on January 5th, Article VII of the Statutes of the Corporation of the University of Pennsylvania established the Education Council and that is would be "composed of the President, the Provost, the Vice-Presidents, the Deans and Directors and a member of each Faculty of the University to be elected by such Faculty." Its duties were to consider all work done by the University, as well as any matter of common interest to the University as a whole, and to make such recommendations to the President or Trustees the Education Council deemed appropriate.
The standing committees for the Education Council included, the Executive Committee, Committee on Policy, Committee on Interschool Relations, Committee on Research, Committee on the Library, Committee on Publications, and the Committee on Extra-mural Relations. At the time of the Education Council's formation, some of the topics listed for study included the uniform passing of grades, the constitution of each faculty, the basis for faculty promotions, educational salaries, leaves of absence, and tenure.
The Faculty Research Committee was established in 1931, following the recommendations of a 1930 report that studied the state of research at the University of Pennsylvania by a special committee of the faculty. The Faculty Research Committee was charged with being, "continuously familiar with all the research activities of the University of Pennsylvania," and to work with the Board of Graduate Education and Research to encourage and facilitate research across the University. To further this end, a research fund administered by the Faculty Research Committee was created with an initial endowment of $80,000 made by the Rockefeller Foundation.
In April 1963, the Education Council was dissolved in favor of a new University Council designed to unify a number of other overlapping councils and committees.
The Education Council records contain administrative correspondence, meeting minutes and associated materials, grant applications and reports, and records of faculty publications. The collection is organized into three series.
Series I. Education Council
The Education Council series is made up entirely of meeting minutes, reports from various committees, and other associated materials from the first two decades of the Education Council. Meetings typically occurred three to six times over the course of the academic year. It is arranged chronologically.
Series II. Faculty Research Committee
The records of the Faculty Research Committee contain applications for grant funding from every department and academic discipline, along with the reports and other records associated with keeping track of these awards. Grants were awarded for assistance in nearly every aspect of faculty research, including for equipment, supplies, travel, publication, and general support. Extensive lists of what publications resulted from this research are also present. The committee generally met monthly, but at times met more or less frequently.
The Faculty Research Committee series is the largest group of materials in the Education Council records and is organized into six subseries: Reports, Committee minutes, Grants, Special research fund, Faculty publications and research, and Correspondence. A significant portion of the correspondence is to or from Dr. Allan G Chester, who served as Secretary of the committee for many years.
This series and its subseries are arranged chronologically.

The Educational Council records were transferred to the University Archives from the Educational Council in three accessions between 1957 and 1987 (Accessions: 1957:004, 1958:009, and 19987:024).
