Charles H. Frazier, Jr., was the son of Mrs. Mary Spring Gardiner Frazier and Dr. Charles Harrison Frazier, a prominent Chestnut Hill brain surgeon. An engineer by profession, Mr. Frazier worked for Philadelphia Gas Works for 25 years. In addition, he was deeply involved in transportation, mental health care, and municipal financial planning, serving on numerous boards and city commissions in Philadelphia.

The Charles H. Frazier, Jr. Papers consist of 2.35 linear feet and cover the period from 1956 to 1968, with the bulk of the material dating from 1961 to 1966. The collection documents three projects or organizations in which Mr. Frazier was involved: the Comprehensive Mental Health Plan, the Urban Traffic and Transportation Board, and the Tri-Institutional Facilities Program. The collection includes minutes, correspondence, reports, budgets, and other materials relating to the general operations and work of these Philadelphia and statewide projects.

Collection Inventory
In 1962, Pennsylvania's Department of Public Welfare Office of Mental Health received a grant from the National Institute of Mental Health to develop a comprehensive mental health program for the state. As the chairman of Pennsylvania Mental Health, Inc., Mr. Frazier was invited by Governor William W. Scranton and Secretary of Public Welfare Arlin M. Adams to participate in this two-year project. He was involved in numerous committees and was the chairman of the Subcommittee on Community Organization. The series covers the period from 1958-1966, with the bulk of the material dating from 1964-1966.

This series documents Mr. Frazier's involvement in regional transportation planning as chairman of the Urban Traffic and Transportation Board. The Board's work with the Passenger Service Improvement Corporation and the Southeastern Pennsylvania Transportation Compact involved the expansion of commuter train service in the Philadelphia region. The series contains materials dating from 1956-1964, with the bulk of the material dating from 1960-1962.
This series of documents delves into the acquisition, planning, and financial proponents for a new medical center, under the cooperation of three separate entities. These are: (1) Children's Hospital of Philadelphia, (2) The University of Pennsylvania Hospital and Medical School, and (3) The Philadelphia General Hospital. The purpose of this venture was to construct a multi-million dollar medical facility in West Philadelphia. Its location would be on the grounds of Philadelphia General Hospital, consisting of a 500-unit residence facility for single and married interns, resident physicians of the joining facilities, laundry and parking availabilities. Also presented in this series are reports, financial budgets and analyses, city ordinance, a resolution between the entities, architectural plans for facilities, vehicle, pedestrian, and traffic plans, annual reports, news release from the Mayor's office, and correspondence between the architects and the advisory committee, of which Mr. Charles H. Frazier, Jr. was a prominent member. The material dates from 1961 to 1968.
