Overview and metadata sections
The Witness Section of New York Yearly Meeting "comprises those committees and representatives to Quaker bodies which try to make visible the traditional testimonies and newer concerns of Friends in ways that extend beyond the Society of Friends. Its work attemptes to express beliefs into action. The Witness Coordinating Committee (WCC) functions as an enabling body of this section." (NYYM Handbook, 1998)
The WCC was established in 1977, but was not the first coordinating committee for Quaker outreach activity. A Peace and Social Action Program Steering Committee was established in 1966, uniting the Peace and Service Committee with the Steering Committee for a Peace Action Program. The Hicksite Yearly Meeting appointed a Philanthropic Labor Committee in 1888 to coordinate Friends efforts in Indian Affairs, Temperance, Prison Reform, Education of Colored People, Arbitration, Corrupt Literature, and Tobacco. Quakers at Twentieth Street (Orthodox) established a Bible School and Missionary Board in 1873 to consolidate work among the Freedmen and the encouragement of First Day Schools.
Records include minutes, reports, and general files of the New York Yearly Meeting committees particularly involved in carrying out the Quaker testimonies which involved outreach. Each committee is described and ennumerated separately, with reference to its predecessors and sucessors.

Collection Inventory
In 1977, a proposal for restructuring Yearly Meeting was implemented, creating a Section on Witness which was had oversight and responsibility for the committees on Black Development, China Concerns, Indian Affairs, Prisons, Race Relations, Sharing Worlds Resources, Wider Ministries, and Peace and Social Action. The Yearly Meeting approved the laying down of the PSAP Steering Committee in 1980, and transferred responsibility for PSAP concerns to the Witness Coordinating Committee.

Representative Meeting approved the formation of a Peace Concerns Committee in 1980, "to take an active role in doing peace work in the Yearly Meeting, to stimulate and to lead, to explore and spread ideas, and to support and uphold Friends in their peace work." It was particularly charged with responding to New Call to Peacemaking. The Peace Concerns Committee was laid down in 2008, and Witness Coordinating Committee appointed a Peace Concerns coordinator "to carry on Friends' continuing concern for nonviolent conflict resolution."

After the Yearly Meeting of 1908, committees were appointed by the New York Orthodox and Hicksite bodies met in joint session to "arrange and formulate measures for support of the movement for peace."
The Yearly Meeting which met at Twentieth Street (Orthodox) had established a Peace & Arbitration Committee in 1899. In 1919 the Joint Peace committee was moved under Peace & Arbitration, becoming a sub-committee. Also in 1919, the Social and Industrial Problems Study was formed. In 1925 the Peace and Arbitration Committee and the Study of Social Problems merged into the Friendly Relations Committee. In 1941 Friendly Relations was renamed the Peace and Service Committee, to work in "close cooperation" with the Hicksite Peace and Service Committee.
When the Hicksite Yearly Meeting appointed a Philanthropic Committee in 1885, it was charged with, among other things, the promotion of "settlement of differences by arbitration" and the "promotion of peace;" a Superintendent of the Department of Peace was appointed. A separate Peace Committee was established in 1908 and instructed to work with the Orthodox. In 1919 the Social Reconstruction Committee was founded, merging in 1924 with the Peace Committee to form the Peace and Social Order Committee. In 1941 the name was changed to the Peace and Service Committee, once again working closely with the Orthodox committee of the same name.
In 1945 the Peace and Service Committees became fully joint.

It was established in December of 1945, with Annot Jacobi as Chairman, and sent out its first batch of packages to addresses provided by the Friends Service Committee later that month. The Nierendorf Gallery sponsored a charity art show, with donations of art from throughout the country, to benefit the Food Parcels for Europe effort. By 1947, some 35 packages per month were being sent out by the Subcommittee, now often personalized and containing everything from clothes to hot water bottles as well as food. It was noted that with the aid of the Service Committee, many of them went to Germany, and members of the New York meeting were encouraged to send letters along with the packages provided by the subcommittee. Annot Jacobi went abroad to Europe, and Anna L. Curtis was appointed Chair of the Subcommittee, and continued as Chair through its dissolution. The decision was eventually made to disband the subcommittee in favor of "stronger support of the AFSC", but it carried on through December of 1947, it appears, at the same 30-some packages a week rate. German Friends (a small portion of those receiving packages) were "adopted" by individual members of the Quarterly Meeting, though in the interim the subcommittee continued to provide.
Annot Jacobi was born in 1894, daughter of Otto Krigar-Menzel & Jacoba Elling of Berlin, Germany; she married Rudolf Jacobi in 1923 and became a Quaker at New York in 1941. Anna Louise Curtis was also a member of New York Monthly Meeting (Hicksite); she was born in Ohio in 1882 and died in New York in 1977. Other members of the Subcommittee on Food Parcels included Eva Wiegelmesser and David Berkingoff.

There are also a number of letters addressed to Josef Albers at Black Mountain College in North Carolina, sometimes referencing seeing him in an American magazine "Heute," petitioning him for aid. He donated to the benefit auction for the NY Subcommittee, and appears on the contributor list for the Food Parcels.

The Peace and Social Action Program (PSAP) was established at Yearly Meeting in 1966. It united the Peace Action Program Steering Committee and the Peace and Service Committee, both of which had been engaged in somewhat overlapping peace concerns since 1961; it also included the new Quaker Project on Community Conflict, established the previous October. PSAP continued peace work in various venues, through subcommittees which included the Peace Institute Planning Committee, the Committee on Oversight of QPCC, and the Legislative Committee. Other project committees were somewhat shorter in duration: Vietnam Committee, War Tax Witness, China Concerns Committee, Conscription and the Military, Military Counseling Program, Arts for World Unity, and a number of others. PSAP was laid down in 1980; its responsibilities - including the Peace Institute - were transferred to the Witness Coordinating Committee.

In 1966, New York Yearly Meeting approved a recommendation from the Peace and Service Committee to collect funds for the purchase and shipment of medical supplies to Vietnam. The Committee, also called War/Peace Concerns, was laid down by PSAP in 1968.

During the Vietnam War, a 24-hour-a-day vigil for peace in front of the White House started by New York Yearly Meeting of Friends (Quakers) on June 2, 1971, and later turned over to a local group calling itself the White House Daily Meeting of Friends; it continued for three years, every tour day until August 14, the final day of U.S. bombing in Cambodia. Approximately 160 persons, including Friends from several states, from meetings in the Washington area, and from the White House Daily Meeting, were arrested while they prayed for peace inside or on the steps of the White House.

Quaker Project on Community Conflict was established in 1965 as an outgrowth of the work of the NYYM Subcommittee on Training in Nonviolence. Although a subcommittee under PSAP, QPCC maintained its own office staff and ran several programs. This included nonviolence training within schools, at seminars, or at "encampments" - multi-day intensive nonviolence workshops. Another project of QPCC was the Community Peace Squad. Based on an idea formulated by Gandhi, members of the Community Peace Squad were activists and nonviolent support people in their own communities. Community Peace Squad also ran organized meetings with extremist groups, mostly on the radical right. In 1975, the "Think Tank Group," a group of inmates at the Green Haven maximum security penitentiary, invited QPCC to do a workshop on nonviolence in their prison. This workshop was successful, and, as a result, QPCC began the Alternatives to Violence Program, which ran a series of such workshops in prisons. AVP was incorporated separately in 1980.

The Peace Institute was a yearly gathering of representatives from monthly meetings in the New York Yearly Meeting. It was usually a weekend retreat with a theme that focused on Friends' current actions for peace.
The Peace Institute was organized under the auspices of the Steering Committee on Peace Action, which was established in 1961 "to work toward the development of a Friends Institute to formulate and recommend an action program for peace." The first Peace Institute was held in 1962. From 1966 on, New York Yearly Meeting's Peace and Social Action Program administered the Peace Institute.
When PSAP was laid down in 1980, its responsibilities - including the Peace Institute - transferred to the Witness Coordinating Committee. In 1995 the Witness Coordinating Committee replaced the Peace Institute with "Witness Weekends," conferences held throughout the year sponsored by its various subcommittees, including the Peace Concerns committee. The last Witness Weekend occurred in 1997.

These folders contain a variety of materials that relate to the purpose, organization, execution, and response to the Peace Institutes from 1967-1995. Included are personal correspondence, meeting minutes, announcements and flyers, blank forms, responses, workshop lists, event programs, information on the sites of the Institutes, and memos. Topics include discussions of the purpose and effectiveness of peace institutes and their role in the New York Yearly Meeting as well as administrative concerns such as the numbers who attended (including some address/attendance lists), sites, etc . There are copies of preliminary programs for the institutes for most of the years in the collection, schedules and publicity announcements, and newspaper reports (and drafts) after the institutes.

The Orthodox Indian Committee was laid down in 1832, just as many New York tribes were being pressured to move west. Five years later, New York Friends entered into a plan with New England Yearly Meeting to conduct an investigation into the conditions of Indians residing west of the Mississippi.
In 1857, the Orthodox New York Yearly Meeting established a Committee on Indian Affairs in response to a request by a visiting member of the Indiana Yearly Meeting. Around 1869 it combined with similar committees of other meetings to form the Associated Committee on Indian Affairs. In 1873, the Yearly Meeting appointed a Bible School and Missionary Board which was, among other duties, charged with "the spread of the Gospel...among the Indians." In 1880, when the Associated Executive Committee withdrew from involvement as a government agent for the Central Superintendancy, NYYM shifted responsibility for its Indian work from Representative Committee's Indian Committee to the Bible School and Missionary Board, which promptly established an Indian Subcommittee. In 1900 this committee affiliated with the national Associated Executive Committee on Indian Affairs, and most of the Yearly Meeting's Indian work was carried out by this larger organization. In 1921 Indian work was formally transferred to the American Friends' Board of Home Missions.

The scrapbook is disintegrating, and the original manuscript material is glued into the book. It includes material on Indian education, conflicts of Christian missionaries with the Quakers, description of culture and emigration, etc. Important documents include the "Epistle from the Onondagas" (1811), "Speech of the Cataraugus Indians" (1815), letters from Friends in Upper Canada concerning native Americans in Canada, and a 20 page report from John D. Lang and Samuel Taylor Jr. on native American groups west of the Mississippi in 1843.

A Conference was held in Baltimore in 1867 "to consider of the tried and suffering condition of the Indian tribes in the Western States and territories of this country" with participation by Baltimore, Philadelphia, Genesee. Ohio, Indiana, and New York. These discussions prompted New York Hicksites to consider the appointment of a committee "to act in conjunction with Committees from other Yearly Meetings" on the subject at their Yearly Meeting in 1868. The Convention of Delegates was assigned the supervision of the Northern Superintendency the following year. In 1893, responsibility for concerns of Native Americans was passed from the Representative Committee to that of Philanthropic Labor, and the Indian Committee was incorporated into the latter. The Committee on Philanthropic Labor also had oversight of Friends' work in Temperance, Tobacco, Education of Colored People in the South, Prison Reform, and Arbitration.

The Indian Committees of New York, Philadelphia, Baltimore and Genesee Yearly Meetings (Hicksite) united in 1838 to protect the Seneca Indians from the Ogden Land Company, which was trying to buy their land. The Joint Committee was convinced that the Indians had been bribed to sign the treaty agreeing to cede their New York lands. They gathered evidence and sent it to President Van Buren. However the Senate ratified the treaty by which the Senecas had agreed to sell their land, and the only recourse of the Friends was public opinion. They issued a great many pamphlets setting forth the facts of the case, including a book, The Case of the Seneca Indians, published in 1840. In 1842 a conference was held between the Secretary of War, agents of the Ogden Land Company, and a delegation of Friends. As a result, the Ogden Co. agreed to a supplemental treaty giving the Senecas title to reservations at Cattaraugus and Allegheny. In 1846 a small party of Senecas emigrated west. They soon found themselves in need and appealed to their tribe in New York, who in turn appealed to the Friends. By 1849 the active work of the Friends with the Senecas ended, and the Joint Committee dissolved in 1850. The Secretary of the committee was Benjamin Ferris of Philadelphia and the members in 1840 included Abraham Bell, Thomas Carpenter, Samuel Smith and Dobel Baker of New York.

The Committee on Indian Affairs of New York Yearly Meeting was re-established at the Yearly Meeting in 1952. Its primary purpose was to keep Quakers informed of the problems facing Native Americans, with a particular interest in pending legislation. It also provided scholarship aid to Indian students. Meetings were held on the call of the Clerk, usually at least twice a year, during the sessions of Yearly Meeting and in conjunction with the December Meeting of the Representative Meeting. It is currently under the Witness Coordinating Committee, and receives support from the Sharing Fund.

By the time of Yearly Meeting in 1863, the Orthodox Representative Meeting had appointed a Committee on the Colored Refugees to aid previouly enslaved people emigrating from the south. A large appropriation was made from the Murray Fund. In 1866 this Committee became the Committee in Aid of the Freedmen; this Committee was laid down in 1873. The concern for mission work among African-Americans in the South was taken up by the new Bible School and Missionary Board that also took responsibility for First Day Schools.

In 1889, the Bible School Board and the Board of Home and Foreign Missions were separately appointed. The work of the latter included the missions in Mexico as well as funding freedmen's schools. In 1929, the Board of Home and Foreign Missions became the Board of Missions, as a result of a growing desire not to differentiate between mission work at home and abroad. This Board changed its name to Wider Ministries in 1971.

The Women's Foreign Missionary Society of NYYM was established in 1888. In 1926 they began to use the name Women's Missionary Society, although the Yearly Meeting minutes do not reflect this shift until 1928. From 1932, the Yearly Meeting minutes refer to the Women's Missionary Society as the Women's Missionary Union, although the society's own notes do not refer to the body by that name until 1940. After 1939, reports or member lists of the Women's Missionary Union fail to appear in the Yearly Meeting Minutes, but they remained independently active through at least 1943.

At the Hicksite Yearly Meeting in 1885, a proposal was made to "appoint a joint committee to labor, as way may open, and cooperate with similar committees of other Yearly Meetings in the promotion of philanthropic work, such as the settlement of differences by arbitration, promotion of peace, decrease of intemperance, reform in prison management, oversight of discharged convicts, discouragement of the spread of corrupt literature, and a greater appreciation of the value of human life." A Committee on Philanthropic Work was appointed the following year. By 1887, a Sub-Committee on Education of the Colored People was added to its responsibility, to solicit contributions of funds and clothing for the schools at Aiken and Mt. Pleasant. In 1936, the Philanthropic Committee consolidated its concern for Colored Schools and Indian Affairs as Inter-Racial, and a separate Inter-racial Relations Committee was set off in 1937. This committee's first purpose was to expand educational work in race relations, particularly on the monthly meeting level; it also continued to support three African-American schools in the South. In 1942, a new Committee for Southern Schools was established, and in 1945 the name of the Inter-racial Committee was changed to Race Relations. The latter expanded its work in desegregation and provided scholarships for two black students to attend Swarthmore, beginning in 1943.

The Orthodox Temperance Committee was formed in 1873 to create awareness and to control substance abuse. It changed its name in 1938 to Committee on Public Morals and was laid down in 1946; at that time, its duties were assumed by the Board of Religious Education. In 1878, a joint Committee on the subject of intemperance was named by the Hicksite Yearly Meeting; the following year a standing committee was named. Temperance work was placed under the supervision of the committee on Philanthropic Labor when it was established in 1885, and it was included as a section of the Peace and Service Committee in1942. The 15th Street Temperance Committee continued as a committee of the united Yearly Meeting after 1955. In 1964 it became the Committee of Health Education. In 1981 it was laid down, though the Substance Addiction Task Group was formed from 1981 - 1988, when that group was laid down.

In 1886 the Prison Committee was first formed as Prison Reform, a section of the Philanthropic Committee of the New York Yearly Meeting (Hicksite). By 1942 the "Philanthropic" designation was dropped, and in 1945 the name was changed to Prison Committee. This name was kept after reunification until 1968, when it was changed to Committee on Prisons and Rehabilitation of Offenders. In 1971 the name reverted to Prison Committee. The committee established the Quaker Information Center on Prisons and Criminal Justice in 1973, which in turn helped establish prison meetings in Auburn and Walkill prisons, and more thereafter. In 1977, the New York Yearly Meeting was restructured and Prison Committee fell under Witness section. By 1978, sixteen prison meetings had formed, and the Prison Committee sub-divided into regional committees. In 1988 the committee requested to be restructured so as to have 9-12 members (a smaller number), meet yearly, and have its sharing fund disbursed by Witness. The Committee still exists today.

This committee saw its origin in 15th Street's Philanthropic Committee section which was responsibility for distributing funds and supplies to Southern Schools. It expanded its field of interest in 1939 to include action and education towards combating racial prejudice. A small group of Orthodox Friends joined with this committee in a "exploratory capacity" in the same year; eventually specific appointments were made through 20th Street's Peace and Service Committee. In 1945, the name of the Hicksite Interracial Relations Committee was officially changed to Race Relations, although the committee had been using the name in joint meetings as early as 1942. In 1946, due to a concern on the part of a number of Hicksite Friends that this Committee was receiving too large a share of Yearly Meeting funds, and that its purpose was not "religious," but "social service," the budget was reduced; the Chairman, Helen Lea, resigned, and no report was submitted the following year. In 1952, the Committee was finally laid down, due to lack of agreement regarding its purpose and scope; a special committee was named to consider the issue. In 1953, on recommendation from the Special Committee, it was reconstituted and renamed the "Intercultural Relations Committee," but this was short-lived. After Reunification, New York Yearly Meeting's limited work in the field of race relations was carried on by the Peace and Service Committee. A Ad Hoc Committee for Race Relations was granted independent status in 1965 for outreach and education. In 1980 it changed its name to the Friends Committee for Black Concerns. By 2000 the Committee informally changed its name to the Black Concerns Committee. It still exists today.

The NYYM Investment Advisory Committee - also known as the Committee on Investments -- began as a subcommittee of the Peace and Social Action Program. It was established as a Ad Hoc committee of the Yearly Meeting in 1973, and became a Standing Committee the following year. Its purpose was to develop guidelines for the proper investment of meeting funds and to act as a contact between the Yearly Meeting and the subcommittee on Economic Responsibility of FWCC. Its name was changed to Investor Responsibility Committee in 1978, and was laid down in 1981.

In 1865, the Hicksite Yearly Meeting appointed a committee to examine the condition of the People of African Descent. This Committee prepared a Memorial to Andrew Johnson to insure equality of rights and privledges to be enjoyed by all races, and a delegation presented it in person. A number of members of the Yearly Meeting committee had also been involved in founding the Friends Association for the Relief of the Freedmen the previous year; this group solicited funds and other contributions and sent them to Virginia and the Carolinas; they also supported teachers and schools in the South.
