Organized by Charles F. Dole and Wilbur K. Thomas, who was a Quaker, as a pacifist group committed to standing firm against the "preparedness" movement of the World War I and postwar period. Henry W. Pinkham served as secretary under Dr. Dole, who was the sole president of this organization.
