Starkey graduated from Lehigh University in 1900 with a degree in mechanical engineering. He was president and treasurer of Starkey Farms Co., Morrisville, Pennsylvania.

The material deals with Mr. Starkey's contributions of approximately $75,000 (through an endowment named for his late wife) to effect improvements, including a new altar and organ, in Packer Memorial Church in the early 1950s, and continuing discussions over the possibility of further contributions to expand religious education at Lehigh.
